All the absolutely incoherent men all the 'Cyclopes' have been cleared away long before there was an authentic account of them. And the least coherent only remain in the 'protected' parts of the world, as we may call them. Ordinary civilisation begins near the Mediterranean Sea; the best, doubtless, of the ante-historic civilisations were not far off.

For we have had them, in the sober day-light of our occidental learning, in the actualities of history, and not in the mists of a poetic past only monstrous idealisms, outstretched shadows of man's divinity, demi-gods and heroes, impersonations of ages and peoples, stalking through the twilight of the ante-historic dawn, or in the twilight of a national popular ignorance, embalmed in the traditions of those who are always 'beginners. We have had them; we need not look to a foreign and younger race for them; we have them, fruit of our own stock; we have had them, not cloaked with falseness, but exposed in the searching noonday glare of our western science.

Scientific socialism holds, on the contrary, that the laws established by classical political economy, since the time of Adam Smith, are laws peculiar to the present period in the history of civilized humanity, and that they are, consequently, laws essentially relative to the period of their analysis and discovery, and that just as they no longer fit the facts when the attempt is made to extend their application to past historical epochs and, still more, to pre-historic and ante-historic times, so it is absurd to attempt to apply them to the future and thus vainly try to petrify and perpetuate present social forms.

Probably if we had historic records of the ante-historic ages if some superhuman power had set down the thoughts and actions of men ages before they could set them down for themselves we should know that this first step in civilisation was the hardest step. But when we come to history as it is, we are more struck with the difficulty of the next step.
