When in 1876 disturbances began in the Balkan Peninsula, Germany, while giving Austria her support, exerted herself to prevent a breach between Austria and Russia, and after the Russo-Turkish war acted as mediator between Russia on one side and Austria and Great Britain on the other, so that without a fresh war the European treaty of Berlin was substituted for the Russo-Turkish Treaty of San Stefano.

During the Centennial Exposition of 1876 at Philadelphia, I had been appointed upon the educational jury, and, as the main part of the work came during the university long vacation, had devoted myself to it, and had thus been brought into relations with some very interesting men. The Lopez expedition would seem to have been the most serious and best organized attempt at revolution in Cuba by invasion, though there have been formidable attempts since. From 1868 to 1876 Cuba may be said to have been in a state of chronic civil war. This outbreak was led by Carlos Manuel de Cespedes, an able lawyer and wealthy planter of Bayamo, in the eastern department of the island.

In 1867 another disastrous explosion took place, and still another in 1888. A disaster different in kind and cause occurred in 1876, when a terrible tropical storm burst upon the mountain. The floods of rain swept from its sides the loose volcanic material, and brought destruction to the neighboring country, more than six thousand houses being ruined by the rushing flood.
