These acts provoked a storm of opposition. Under the auspices of Jefferson, and of Madison, who was now one of his supporters, the Virginia and Kentucky Resolutions of 1798-99 were passed by the Legislatures of those States. These resolves affirmed the right of a State to judge of the constitutionality and validity of an Act of Congress.

Events proved that the very defence of slavery had best prospect in the Union, and it seems as if this might have been foreseen by all, as it actually was by some. Secession was no new thought at the South. It lurked darkly behind the Kentucky and Virginia resolutions of 1798-99. It was brought out into broad daylight by South Carolina in the nullification troubles of 1832.

In that interval were discussed in the Assembly the leading measures of the administrations of Washington and the elder Adams; and a better school for a young politician cannot well be imagined. Of this period, the most interesting sessions were those of 1798-99, and of 1799-1800.

Whatever the reason, within five years Virginia's attitude had again shifted, and she had become once more what she had been in 1798-99, the rallying point of the forces of Confederation and State Rights. In March, 1798, the whole nation was roused almost to forgetfulness of party lines by the anger created by the publication of the "X Y Z Papers." A few months later the Federal party, through its Alien and Sedition laws, had lost its renewed hold upon the nation.
