"What are they down here for?" I queried of the proprietor. "Oh, they belong to the Etat Major and are out here to verify their maps. The Mayor has given them an office in the town hall. They go off on their bicycles early every morning and only return for meals."

And to that end all political elements, including the States General, must be held firmly down; and that body, representing the Tiers État, was never summoned after France was well in hand by the king who was par excellence the friend of the people! It is the Edict of Nantes which stands preeminent among the events of this reign, and which is Henry's monument in the annals of France.

The Austrians have no brigadiers, and the French have no major-generals in their Etat Major. What have the Saxons? Adieu! LONDON, March 27, O. S. 1748. DEAR BOY: This little packet will be delivered to you by one Monsieur Duval, who is going to the fair at Leipsig.

In October, 1870, during the siege of Paris, General Ducrot sought to make a reconnaissance by way of Malmaison, and so weak was his project that the equipages of the King of Prussia and his État Major invested the environs and made the property their official headquarters.

The next day, the deputies of the Tiers État were directed to the place allotted to them, which was the common hall. The nobles and clergy repaired to a separate hall. It was their intention, especially in view of the great number of the deputies, to deliberate in distinct halls. But the deputies insisted upon the three orders deliberating together in the same room. Angry discussions and conferences took place. But there was not sufficient union between the nobles and the clergy, or sufficient energy on the part of the court. There happened also to be some bold and revolutionary spirits among the deputies, and they finally resolved, by a majority of four hundred and ninety-one to ninety, to assume the title of National Assembly, and invited the members of the other chamber to join them. They erected themselves into a sovereign power, like the Long Parliament of Charles

So the demand in itself was an encroachment upon the ancient dignity of the two superior bodies, which they resented. But they might better have yielded. The Tiers État with dignity and firmness insisted that they should meet and vote together as one body, or they would constitute themselves a separate body, and act independently of the other two. This was the Rubicon.

Jupin pour chaque état mit deux tables au monde; L'adroit, le vigilant, et le fort sont assis A la première; et les petits Mangent leur reste

This preponderating weight, being added to the force of the body of chicane in the Tiers État, completed that momentum of ignorance, rashness, presumption, and lust of plunder, which nothing has been able to resist.

In 1882 there were difficulties with France over Tongking; these, however, were adjusted, and in 1884 a convention was signed by Captain Fournier and Li Hung-chang. A further dispute then arose as to a breach of the convention by the Chinese, and an état de représailles followed, during which the French destroyed the Chinese fleet.

Your Tiers État was not in effect and substance an House of Commons. You stood in absolute need of something else to supply the manifest defects in such a body as your Tiers État.
