As I was then in professional business at my chambers, I knew less of public news than he did; and every Saturday, in my way from Lincoln's Inn to a villa of my own near him, called upon him for the news from London. This I told him was not unlike what Martial said, L. iii. 7. Deciano salutem. Vix Roma egressus, villa novus advena, ruris Vicini dominum te "quid in urbe?" rogo.

Fecundiora igitur nemora lucosque, sicut Orientis secretis, ubi thura balsamaque sudantur, ita Occidentis insulis terrisque inesse, crediderim; quae vicini solis radiis expressa atque liquentia in proximum mare labuntur, ac vi tempestatum in adversa littora exundant.

Payment under the plan of settlement was soon practically completed. Only one important group of creditors, the Vicini heirs, still refuses to assent to the plan and accept the amount set aside for them. Upon payment to the San Domingo Improvement Company, the Company turned over the Central Dominican Railway, from Puerto Plata to Santiago, to the Dominican government.

Now where there is no constituted judge, as between independent states there is not, the vicinage itself is the natural judge. It is, preventively, the assertor of its own rights, or remedially, their avenger. Neighbours are presumed to take cognizance of each other's acts. "Vicini vicinorum facta praesumuntur scire."

The Italia sugar estate at Yaguate, near the Nizao River, the Ocoa estate and the Central Azuano, on the outskirts of Azua all belong to the Vicini heirs. At Azua there is another plantation, the Ansonia estate, which is the property of Americans. The plantations at Azua and Ocoa are watered by irrigation, those of Azua deriving their water from artesian wells.

The principal Italian claimants were the heirs of an Italian merchant, J.B. Vicini, and an Italian in business at Samana, Bartolo Bancalari by name, who with other Italian subjects became loud in their complaints at the non-payment of their claims.

The description of Virgil's happiness in his little farm, combines almost all the images of rural pleasure; and he, therefore, that can read it with indifference, has no sense of pastoral poetry: Fortunate senex! ergo tua rura manebunt, Et tibi magna satis; quamvis lapis omnia nudus, Limosoque palus obducat pascua junco: Non insueta graves tentabunt pabula foetas, Nec mala vicini pecoris contagia loedent.

The principal owners of this estate as well as of other Italian sugar estates on the south coast are heirs of J.B. Vicini, who was a wealthy Italian merchant of Santo Domingo City. One of the largest sugar estates of the Republic is the Central Romana, which controls some 40,000 acres near the port of La Romana, and is owned by the South Porto Rico Sugar Company.

They commenced the apse at Pisa, which was finished in 1321 by Vicini, Cimabue designing the colossal figure of Christ which thus dominates the cathedral. Vasari says that Andrea Tafi was considered "an excellent, nay, a divine artist" in his specialty. Andrea, himself more modest, visited Venice, and deigned to take instruction from Greek mosaic workers, who were employed at St. Mark's.
