It would be interesting to know the history of the two French cannon which, in obedience to the order of Louis XIV, were marked "ULTIMO RATIO REGUM." Iean Maritz, their founder, doubtless regarded them, a century ago, with as much pride as Herr Krupp feels now when he turns out a fifteen-inch steel breech-loader at Essen; but the ultimo ratio regum does not carry as much weight on this side of the Atlantic in the nineteenth century as it carried on the other side in the eighteenth, and the recent discussions between Morro Castle and Admiral Sampson's fleet proved conclusively that the "last argument of kings" is much less cogent and convincing than the first argument of battle-ships.

"I request your indulgence while I briefly consider the concessions you ask us to make as conditions precedent to the retirement of your forces to the lines indicated by your note of the 27th ultimo. But on the afternoon of Thursday, the 17th ultimo, wind, rain, and snow filled the whole basin, driving wildly over valley and plain from range to range, bestowing their benefactions in most cordial and harmonious storm-measures.

"SIR: The seventh article, as also the twelfth, that stipulates that trade shall remain unmolested of the armistice or military convention which I had the honor to ratify and to exchange with your Excellency the 24th ultimo has been repeatedly violated, beginning soon after date, on the part of Mexico; and I now have good reasons to believe that within the last forty-eight hours, if not earlier, the third article of that convention has been equally violated by the same party.

The reply above referred to of the 31st ultimo also contained an expression of the readiness of Spain to submit to an arbitration all the differences which can arise in this matter, which is subsequently explained by the note of the Spanish Minister at Washington of the 10th instant as follows: As to the question of fact which springs from the diversity of views between the report of the American and Spanish boards, Spain proposes that the fact be ascertained by an impartial investigation by experts, whose decision Spain accepts in advance.
