To the Senate of the United States: I transmit herewith a report from the Secretary of State, together with the papers accompanying it, in answer to the resolution of the Senate in executive session of the 28th ultimo, calling for the instructions to our minister or ministers in Mexico which resulted in the negotiation of the treaty with that country now before the Senate.
