Merodach-baladan, the Chaldæan prince, had emerged from the marshes of the south and occupied Babylon, where he was proclaimed king immediately after Shalmaneser's death. For twelve years he reigned there, with the help of the Elamites, and one of the first tasks of Sargon was to drive the latter from the Assyrian borders.

The sculptures with which he adorned Shalmaneser's palace were violently torn from their places by Esar-haddon, and, after barbarous ill-usage, were applied to the embellishment of his own residence by that monarch. The palace which he built at the south-eastern corner of the Nimrud mound was first ruined by some invader, and then built upon by the last Assyrian king.

There was then much of the old destructive instinct in Shalmaneser's conception of empire; but a constructive principle also was at work modifying that conception.

By 800 B.C., in spite of efforts made by Shalmaneser's sons to continue their father's policy of pushing the war into the enemy's country, the Vannic king had succeeded in replacing Assyrian influence by the law of Khaldia in the uppermost basin of the Tigris and in higher Mesopotamia the "Nairi" lands of Assyrian scribes; and his successors would raid farther and farther into the plains during the coming age.

The monument of Shalmaneser which has attracted most attention in this country is an obelisk in black marble, similar in shape and general arrangement to that of Asshur-izir-pal, already described, but of a handsomer and better material. This work of art was discovered in a prostrate position under the debris which covered up Shalmaneser's palace.

We are thus left almost without materials for judging of the progress made by art during Shalmaneser's reign.

At last, in B.C. 722, the town surrendered, or was taken by storm; but before this consummation had been reached, Shalmaneser's reign would seem to have come to an end in consequence of a successful revolution.

But confidence in the accuracy of Shalmaneser's reckoning was somewhat shaken a few months afterwards by the discovery of a prism of Esarhaddon, who gave in it a history of the same temple, but ascribed totally different figures for the periods separating the reigns of Erishu and Shamshi-Adad, and the temple's destruction by fire.

As the next two centuries pass more and more will be heard of depletion and misery in the Assyrian lands. Already before 800 we have the spectacle of the agricultural district of Arbela rebelling against Shalmaneser's sons, and after being appeased with difficulty, rising again against Adadnirari III in a revolt which is still active when the century closes.

They naturally counted on the struggle being entirely by sea, and may well have thought that on their own element they would not be worsted. Even if the continental towns forsook them and went over to the enemy, why might they not do as they had done in Shalmaneser's time, defeat their unnatural countrymen, and retain their naval supremacy?
