Absentmindedness, indeed, is not perhaps the actual fountain-head of the comic, but surely it is contiguous to a certain stream of facts and fancies which flows straight from the fountain-head. It is situated, so to say, on one of the great natural watersheds of laughter. Now, the effect of absentmindedness may gather strength in its turn.

It will be remembered that in the central districts, the watersheds are so low and the size of the rivers so uncertain, that to find a watercourse dwindle away into nothing in one mile, and expand into a river the next is not at all surprising, so that to leave the head of a river and come on to another running in the same direction, it would appear quite feasible that it was the same river re-formed.

Or the Romans knew how to cause the parted floods to measure their plain with the strong, steady, and level flight of arches from the watersheds in the hills to the and city; and having the waters captive, they knew how to compel them to take part, by fountains, in this Roman triumph. They had the wit to boast thus of their brilliant prisoner.

In this field, through carefully planned flood control, power development and land-use policies in the Tennessee Valley and in other, great watersheds, we are seeking the elimination of waste, the removal of poor lands from agriculture and the encouragement of small local industries, thus furthering this principle of a better balanced national life.

To protect the watersheds of navigable streams the Government should buy 1,000,000 acres of woodlands in New England and 5,000,000 acres in the southern Appalachian Mountains. The National Forests should also be extended and consolidated. Federal funds should be increased so that the Forest Service can undertake on a large scale the replanting of burned-over lands in the National Forests.

Mountains, valleys, craters, peaks, watersheds, were depicted on it in their exact dimensions, faithful positions, and names, from Mounts Doerfel and Leibnitz, whose highest summits rise on the eastern side of the disc, to the Mare Frigoris, which extends into the North Polar regions.

The work itself will cover a wide field including clearance of slums, which for adequate reasons cannot be undertaken by private capital; in rural housing of several kinds, where, again, private capital is unable to function; in rural electrification; in the reforestation of the great watersheds of the Nation; in an intensified program to prevent soil erosion and to reclaim blighted areas; in improving existing road systems and in constructing national highways designed to handle modern traffic; in the elimination of grade crossings; in the extension and enlargement of the successful work of the Civilian Conservation Corps; in non-Federal works, mostly self-liquidating and highly useful to local divisions of Government; and on many other projects which the Nation needs and cannot afford to neglect.

Louis, compelled the river by means of jetties to run deeper and carry heavier burdens. But the future battle-fields are perceived to lie toward the sources, at the eaves, as it were, of the watersheds, the headwaters of its tributaries as well as its own. No deepening, embanking, straightening, canalization of the river is to be permanently effective until all danger of flood can be removed.

As soon as this work is well under way, Congress should supply about $1,000,000 annually for such work. Many watersheds in the National Forests are bare of cover due to forest fires. As a result, the water of these streams is not sufficient for the needs of irrigation, water power and city water supply of the surrounding regions.

He invites the streams of Five Watersheds to witness his su-su-su-pernal incompetence, and then he talks as though there were untold reserves of knowledge behind him that he is too modest to bring forward. For a bland, circular, absolutely sincere impostor, you're a miracle, O Wheel!"
