The coal and iron and copper have been here in this country for thousands of years, but only within the last fifty years have they been used. Water-powers exist even to-day absolutely unharnessed. Look the whole world over and there has been no increase in raw materials.

I am, or rather was, a minister, of the Sandemanian connection. I was settled in the active, wide-awake town of Naguadavick, on one of the finest water-powers in Maine. We used to call it a Western town in the heart of the civilization of New England. A charming place it was and is.

The dominating danger in this land is not the existence of great individual combinations, that is dangerous enough in all conscience, but the combination of the combinations, of the railways, the manufacturing enterprises, the great mining projects, the great enterprises for the development of the natural water-powers of the country, threaded together in the personnel of a series of boards of directors into a "community of interest" more formidable than any conceivable single combination that dare appear in the open.

The mines, water-powers and lumbering will only create small towns and villages. There will surely be some conservation to have the forests used and not abused especially by fire: and the white man should remember that he is the worst of all in turning a land from green to black. Except in the southwest and a few isolated spots, the country cannot be farmed.

Why, there are twice as many harbours and water-powers here, as we have all the way from Eastport to New OrLEENS. They have all they can ax, and more than they desarve. They have iron, coal, slate, grindstone, lime, firestone, gypsum, free-stone, and a list as long as an auctioneer's catalogue. But they are either asleep, or stone blind to them.

Its worn-out plantations will become thriving farms, its mines and inexhaustible water-powers will call into play the incessant demand and supply of vigorous industry and active capital. We may hasten the movement or we may not, by direct legislation.

They tell us that there is no community of interest among them, and yet they appear by their paid attorneys, year after year, at irrigation and other congresses, asking for help to remove the few remaining obstacles to their perpetual and complete absorption of the remaining water-powers.

What do the national, State and municipal governments own? How should the vast domains of land, the onetime inexhaustible forests, the mines of coal and metal, the waterways and water-powers, the special privileges and franchises belonging to the people be used? Should they be thrown away, gambled away, given away as favors, rented, sold, or handled directly by the people?
