By far the ablest and most thorough book on the government of the United States that has ever been published is Bryce's American Commonwealth, 2 vols., London and N.Y., 1888. No American citizen's education is properly completed until he has read the whole of it carefully. In connection therewith, the work of Tocqueville, Democracy in America, 2 vols., 6th ed., Boston, 1876, is interesting.

The Report on Manufactures, Executive Documents, 22d Cong., 1st Sess., 2 vols., is a rare and valuable work; and Executive Documents, 34th Cong., 1st Sess., vol. 4, gives the statistics of manufactures down to 1850 by States. Darby and Dwight's New Gazetteer of the United States , and J. L. Bishop's History of American Manufactures , are useful if sometimes exasperating.

It is difficult to give a list of books illustrating foreign policy in general. The lists given in other chapters sufficiently illustrate the various problems with which foreign policy to-day has to deal. NATIONAL LITERATURES. Among the many extended bibliographies of national literatures the student certainly should be familiar with the Cambridge History of English Literature, ed. by A. W. Ward and A. R. Waller, 12 vols.
