On the failure of the attempt of the Premier to bring about a settlement between the parties by arbitration, the Federation proclaimed a general strike of all Unions affiliated to themselves throughout the country, and of all other Unions that were in sympathy with them in their policy of giving united Labor the control of society.

She was kind when she remembered them, but her heart was where her treasure was namely, in her escritoire, with her list of Bible-classes, and servants' choral unions, and the long roll of contributors to the guild of work which she herself had started.

The actual conditions of the workers could be described, their present precarious state, the inordinate and wasteful prevalence of hiring and firing; the policy of the unions, and their defensive and offensive tactics. For the existing organization is not only becoming more and more patently wasteful, heartless, and unjust, but is beginning, for various reasons, to break down.

The Illinois working women, or that thriving minority of them organized in labor unions, had been waiting sixteen years for a favorable opportunity to get an eight-hour day for themselves. Sixteen years ago the Illinois State Legislature gave the working women such a law, and two years later the Illinois Supreme Court took it away from them, on the ground that it was unconstitutional.

The road now seemed clear to the attainment by trade unions of freedom from court interference in struggles against employers a judicial laissez-faire. The political program initiated in 1906 seemed to be bearing fruit. The drift into politics, since 1906, has differed essentially from that of earlier periods.

To do so would be suicidal, for no standard rate of wages could stand against the pressure of an increased supply of labour upon a fixed demand. But it is not necessary to suppose that any considerable number of actually qualified workmen are refused admission to Trade Unions of skilled workers.

Or were the unions of the sexes originally shifting and precarious, so that the wisest child was not expected to know his own father, and family ties were reckoned through the mother alone?

On the whole the Socialists are very much outnumbered in the unions, and as long as this condition remains, the majority of Socialists do not desire anything approaching fusion between the two movements. Half a century ago, it is true, Marx himself favored the Socialists entering into a labor union party in England.

They may, where necessary, provide an office where the Trade Board, if there is one, will hold its meetings. We desire to co-operate with trade unions on cordial terms, while preserving strict impartiality between capital and labour in disputed matters. It may, for instance, be possible for trade unions to keep their vacant-book in some cases at the exchanges.
