It is not unusual in our history that the majority of the Congress represents a party in opposition to the President's party. I am the twentieth President of the United States who, at some time during his term of office, has found his own party to be in the minority in one or both Houses of Congress. The first one was George Washington. Wilson was number eighteen, and Hoover was number nineteen.

As the country became more settled, the Lady of Avenel would have willingly returned to her husband's mansion. But that was no longer in her power. It was a reign of minority, when the strongest had the best right, and when acts of usurpation were frequent amongst those who had much power and little conscience.

That they meant this majority rule this government by the many, instead of the few this rule of the People, as against any possible minority rule, by, or through, oligarchs or aristocrats, is susceptible of proof in other ways.

There never was a dispute between mortals where both sides hadn't a bit of right. I admit that the margin is narrow, but if it's made of good rock it's sufficient to give us a foothold. We've got to settle once for all the question whether in a free Government the minority have a right to break up the Government whenever they choose.

If the predominant party were agreed as to its leader there would not be much difference at the beginning of an administration. But if the party were not agreed on its leader the necessity of the case would ensure that the chief forced on the minority by the majority would be an exceedingly capable man; where the judgment of the sovereign intervenes there is no such security.
