On one hand, they prevented the absorption of the country by the French kings; on the other, they delayed its unification under national princes. By safeguarding local liberties, they checked foreign ambitions, but, through their efforts to maintain their privileges and through their petty rivalries, they impeded, for a long time, the establishment of central institutions.

It represented an aggregate of various countries which the repeated efforts of the kings, including Louis XIV., had not succeeded in wholly unifying. The most useful effect of the Revolution was this very unification.

Holland and Zeeland maintained an expectant and somewhat moody attitude. They resented their leader's concessions to the Catholics and were not over-enthusiastic towards unification. They felt themselves stronger than the rest of the country and had largely benefited from the closing of the Scheldt and the momentary stoppage of Antwerp's trade.

One of the most notable consequences of the influence of a collectivity upon the individuals who compose it is the unification of their sentiments and wills. This psychological unity confers a remarkable force upon crowds. The formation of such a mental unity results chiefly from the fact that in a crowd gestures and actions are extremely contagious.

Unification of the whole of mankind is the hall-mark of the stage which human society is now approaching. Unity of family, of tribe, of city-state, and nation have been successively attempted and fully established. World unity is the goal towards which a harassed humanity is striving. Nation-building has come to an end. The anarchy inherent in state sovereignty is moving towards a climax.

Lending the process irresistible force, illuminating ever new dimensions of Bahá’í experience, and serving as the mainspring of the unification of humankind it proclaimed was the Covenant that Bahá’u’lláh had established between Himself and those who turn to Him.

He was convicted of the latter and dismissed from the navy in disgrace. But Italy, though defeated by land and sea, gained a valuable prize from the war, for Napoleon ceded Venetia to the Italian king, and soon afterwards Victor Emmanuel entered Venice in triumph. Thus was completed the second act in the unification of Italy.

The German radicals had sought to compass the unification of Germany by passing resolutions and making speeches; but such methods, which are indispensable accessories to the good government of an established national community, were utterly incompetent to remove the obstacles to German unity.

The fate of this most privileged but unworthy company of human beings underlines for all who read their story both the significance that the Covenant of Bahá’u’lláh holds for the unification of humankind and the uncompromising demands it makes on those who seek its shelter.
