It not only had behind it the failure of the Olympian theology and of the free city-state, now crushed by semi-barbarous military monarchies; it lived through the gradual realization of two other failures the failure of human government, even when backed by the power of Rome or the wealth of Egypt, to achieve a good life for man; and lastly the failure of the great propaganda of Hellenism, in which the long-drawn effort of Greece to educate a corrupt and barbaric world seemed only to lead to the corruption or barbarization of the very ideals which it sought to spread.

Rome was, first and last and all the time, a city-state as Athens and Corinth had been city-states in ancient Hellas. It had been able to dominate the Italian peninsula. But Rome as the ruler of the entire civilised world was a political impossibility and could not endure. Her young men were killed in her endless wars. Her farmers were ruined by long military service and by taxation.

The original city-state of the Mediterranean broke down a little before the beginning of our era. It was the Army which made and unmade Emperors; it was the Army which designed and ordered and even helped to construct the great roads of the Empire. It was in connection with the needs of the Army that those roads were traced.

The teeming interests and intense loyalties of the old city-state had disappeared and left men stranded in a cosmopolitan State, ordered from above, in which they had no vital participation; it was too gigantic and formal to touch them in a personal fashion and to kindle those enthusiasms which lift men beyond economic cares.

Within the framework of the Empire the municipal liberty of the city-state had been stifled and extinguished by the waxing jungle of bureaucracy, and the spiritual culture which the city-state fostered, and which was more essential to Hellenism than any political institutions, had been part ejected, part exploited, and wholly compromised by a new gospel from the east.

If the allegorical method appears now as artificial and frigid, it must be remembered that it was one which recommended itself strongly to the age. The great creative era of the Greek mind had passed away with the absorption of the city-state in Alexander's empire. Then followed the age of criticism, during which the works of the great masters were interpreted, annotated, and compared.

Beginning from the family unit and its various extensions, the human race has developed, with varying degrees of success, societies based on the clan, the tribe, the city-state, and most recently the nation.

Unity of family, of tribe, of city-state, and nation have been successively attempted and fully established. World unity is the goal towards which a harassed humanity is striving. Nation-building has come to an end. The anarchy inherent in state sovereignty is moving towards a climax.

One learns more by studying Ancient Greek religion and comparing it with Christianity than by studying Christianity in ignorance of other religious phenomena; and one learns more about institutions by studying the Greek city-state and comparing it with the modern national state than by merely studying the evolution of the national state in modern Europe.

Man, his instincts, the degree of his intelligence and self- control, the history of the development of human societies, cannot be ignored. The Greek city-state was a crowded little affair, and in danger of over-population. Some may propose radical measures to increase the population. To France and Argentina, in our day, such an increase appears highly desirable.
