We stand for the principles that make for nation-building by the slow sweet processes of the earth, cultivating the individual rooted man who draws his essence and his tissues from the soil and so, by unhurried, natural, healthy growth, labour sweating his vices out of him, forms the character of the commonwealth, the foundation of the State.

The work therefore of nation-building must be carried forward on each plane. The national name and flag and anthem and coinage all have their entirely non-logical effect based on habitual association. Meanwhile the statesmen strive to create as much meaning as possible for such symbols.

Its remit has swelled to take in peacekeeping, regime change, and nation-building. Led by the USA, it has expanded aggressively into central and northern Europe. It has institutionalized its relationships with the countries of the Balkan through the "Partnership for Peace" and with Russia through a recently established joint council.

But in 1848, along with the triumph of the Reformers alike in the Canadas, New Brunswick, and Nova Scotia, railways succeeded Responsible Government as the burning political question, and to no man did their nation-building power appeal with greater force than to Howe. Already he had witnessed one proof of the power of steam.

In so short a time, on so poor a soil, in such a restricted space, with such a past of distress and disaster, and dealing with such conflicting interests, a like success in nation-building is unparalleled. Industrial and martial beehive though it would seem to be, there are provided for the native and the foreigner feasts of music, of art, and of study that cost little.

Unity of family, of tribe, of city-state, and nation have been successively attempted and fully established. World unity is the goal towards which a harassed humanity is striving. Nation-building has come to an end. The anarchy inherent in state sovereignty is moving towards a climax.

A war for religion seemed to them a crime, but a war for nationality glorious and holy. No wonder that their work in nation-building has endured, while their sentiments in religion are scattered to the winds.

I have neither. The clumsiest mechanic, who has tools and materials to work with, can do things that the most skillful mechanic who has neither tools nor materials, cannot do. "I have decided, therefore, to possess myself of tools and materials, in order that I may make myself a master workman, and do my part in the great nation-building enterprises of the time and country."

That, when it is done, will annex a vast and singularly fruitful country to the Union. The fertility of the soil there, and the favorable climatic conditions, promise results that must presently astonish mankind. But in the meanwhile it is our part of the nation-building work to develop the resources of what we now call the West.

It would be assuming too much stoicism to say that Canadians are not conscious of a great destiny. For years they stuck so closely to their nation-building that they had no time to stand back and view the size of the edifice of their own structure, but all that is different to-day.
