The fearfully strict levy, the carrying off of the supplies, the devastating of the smaller townships, the feeling in general that they were being sacrificed for a cause which from the outset was foreign to them and was already lost, had exasperated the native population against the Roman republicans fighting out their last struggle of despair on African soil; and the terrorist proceedings of the latter against all communities that were but suspected of indifference, had raised this exasperation to the most fearful hatred.

See the act of 22d February, 1822, for appointing the authorities of the city of Boston. It frequently happens that small towns as well as cities are subject to a peculiar administration. A little later the association was termed the Canada Company probably because General Haldimand and some of its most influential members lived in Quebec. The company obtained in October, 1765, a grant of five townships on the River St. John known as the townships of Conway, Gage, Burton, Sunbury and New-Town, of which all but the last were on the west side of the river.
The smallest territorial divisions of a state are called townships, or towns, which contain generally from twenty-five to one hundred square miles, and which, if in a square form, would be from five to ten miles square. But for certain purposes larger districts than townships have been found necessary. These are formed by the union of several townships, and are called counties.
