In consequence of the accomplishment of these various formalities, and as the law of nations prescribes that 'derelict' territories belong to whoever will take possession of them, and as the island of Trinidad, which has been abandoned for years, certainly belongs to the aforesaid category, his Serene Highness Prince James I was authorized to regard his rights on the said island as perfectly valid and indisputable.

In these frontier communities was born the political habit that manifested itself on successive frontiers of American advance across the continent, and that finally in the course of the slavery controversy found apt expression in the doctrine of squatter sovereignty. None of the Territories carved out of the original Northwest had shown greater eagerness for separate government than Illinois.

Once more, in a speech at Baltimore, Douglas repeated in substance what he had said at Memphis and New Orleans, and then in the beginning of January, 1859, he reached Washington and took his seat in the Senate. Here he began to comprehend the action of the Democratic caucus in deposing him from the chairmanship of the Committee on Territories.

One might invade them without offence to the vril nations, our allies, appropriate their territories, extending, perhaps, to the most distant regions of the nether earth, and thus rule over an empire in which the sun never sets.

The General government never had and has not any power to exclude slavery from the Territories, any more than to abolish it in the States. But slavery being a local institution, sustained neither by the law of nature nor the law of nations, no citizen migrating from a slave State could carry his slaves with him, and hold them as slaves in the Territory.

He, as he had written, advancing into the territories of the Lucanians, came up to him at Numistro, and, the enemy keeping himself upon the hills, pitched his camp in a level plain, and the next day drew forth his army in order for fight. Nor did Hannibal refuse the challenge.

Yet its growth had not been impeded, it had even been welcomed, by its rivals. This easily-won empire was indeed relatively small, being not much over one million square miles, little more than one-fifth of the French dominions. But it was five times as large as Germany itself, and it included territories which were, on the whole, richer than those of France.

When the ten genii had heard the narration, they exclaimed, "This affair is wonderful and miraculous; however, we will take and convey him safely over the mountains and deserts, to the extent of our country and dominion, and leave him there, but cannot promise further assistance, as we dare not pass a step beyond our own territories, for the land belongs to others.

Buchanan had given his unqualified approval of his party platform, which recognized and adopted "the principle contained in the organic law establishing the Territories of Nebraska and Kansas as embodying the only sound and safe solution of the slavery question." Upon the principle here declared, issue was joined by his political opponents, and the battle fought to the bitter end.

It was resolved at the Republican Convention of 1856 in Philadelphia, and I do not understand the Republican party of 1860 to have abandoned the position, "That the Constitution of the United States confers upon Congress sovereign power over the territories of the United States for their government, and that in the exercise of this power, it is both the right and the duty of Congress to prohibit in the territories, those twin relics of barbarism, polygamy and slavery."
