Some difficulties have occurred in organizing the Territorial governments of New Mexico and Utah, and when more accurate information shall be obtained of the causes a further communication will be made on that subject.

To this end its territorial conquests must be partitioned into three classes: those within the "natural limits," and already named, for incorporation; those to be erected into buffer states to fend off from the tender republic absolutism and all its horrors; and finally such districts as might be valuable for exchange in order to the eventual consolidation of the first two classes.

By the Manitoba Act the Red River country was admitted to Confederation as a self-governing province, under the name of Manitoba, while the country west to the Rockies was given territorial status. The Indian tribes were handled with tact and justice, but though for the time the danger of armed resistance had passed, the embers of discontent were not wholly quenched.

Then came the rivalry between Guthrie and Oklahoma City for the capital, adding picturesqueness to territorial history, and offering incitement to many a small village to make itself the county-seat of its county. The growth of the new country advanced by leaps and bounds.

The fugitive-slave clause of the Constitution, and the fugitive-slave law of 1850 which Lincoln admitted he would not alter. The old French territorial, with wrinkled face and an effort at a military mustache, who came out of his sentry box at a control post squinting by the light of a lantern held close to his nose at the bit of paper which gave the bearer freedom of the army and nodding with his polite word of concurrence, was a type who might have stopped a traveler in Louis XIV.'s time.

Just as the modern roads and streets in both country and city of ancient territory are taken as the first and best proof of the presence of ancient boundary lines and thoroughfares, just so the territorial jurisdiction of a city in modern Italy, where tradition has been so constant and so strong, is the best proof for the extent of ancient domain.

The Manchester Territorial Infantry Brigade was embodied on the 4th August 1914, and on the 20th marched out through Rochdale to a camp on the Littleborough moors near Hollingworth Lake, where they were asked to offer themselves for service abroad. A wise pledge, afterwards unavoidably broken, was given by the authorities that no man should be transferred from his own unit against his will.
