It is in the nature of things that socialists and labour parties should minimize international obligations and necessities, and equally so that autocracies and aristocracies and plutocracies should be negligent of and impatient about social reform.

At bottom Napoleon III.'s ascendancy was due to several causes, that told against possible rivals rather than directly in his favour. Hatred of the socialists, whose rash political experiments had led to the bloody days of street fighting in Paris in June 1848, counted for much. The antiquated royalism of the Elder or Legitimist branch of that ill-starred dynasty made it equally an impossibility.

From Professor Simkhovitch's book we Americans should learn: First, to discard crude thinking; second, to realize that the orthodox or so-called scientific or purely economic or materialistic socialism of the type preached by Marx is an exploded theory; and, third, that many of the men who call themselves Socialists to-day are in reality merely radical social reformers, with whom on many points good citizens can and ought to work in hearty general agreement, and whom in many practical matters of government good citizens well afford to follow.

Two years ago I wanted, in spite of the opinion of others, to consent to the Italian Socialists visiting Russia. I was convinced that nothing would have served better to break in Italy the sympathy for Russia, or rather the illusions of the revolutionaries, as the spectacle of famine and disorder would.

To Lady Marayne all ideas were obnoxious, a form of fogging; all ideas, she held, were queer ideas. "And does he call himself a Socialist?" she asked. "I THOUGHT he would." "Poff," she cried suddenly, "you're not a SOCIALIST?" "Such a vague term." "But these friends of yours they seem to be ALL Socialists. Red ties and everything complete." "They have ideas," he evaded.

It is impossible to illustrate in detail the situation which would thus arise; for the state, as sole capitalist and sole director of labour, is an institution which imaginably might take various forms; and socialists, in this case exhibiting a commendable prudence, have refrained from committing themselves to any detailed programme.

"Third: While the revolutionary Socialists' discontent with the party's moderation and exclusive absorption in the details of politics or reform ought not to lead them to oppose the organization during election periods, it does not follow that revolutionary Socialists can not even at such times continue to preach their principles and proclaim their hatred to the conservative parties and their attitude towards the Parliamentary Socialist Party 'of sympathy mixed with distrust';

Are there any Nihilists in Cassel-Nassau?" "I never heard of any," said the princess. "There are thousands of Socialists." "Socialists will do," said the Terror cheerfully. They were quick in deciding that the princess should not join them till the second night of their stay in camp, to give them time to have everything in order. Then they discussed her needs.

The early English and French Socialists have shown long since how English legislation did all in its power to ruin the small industries, drive the peasant to poverty, and deliver over to wealthy industrial employers battalions of men, compelled to work for no matter what salary. Railway legislation did exactly the same.

First, how do Socialists expect to proceed during the transitional period, when they have won supreme power, but have not yet had time to put any of their more far-reaching principles into execution? The first of these transitional problems is: What shall be done with those particular forms of private property or privilege which stand in the way of an economic democracy?
