M. Comte's conception of the relation of capital to society is essentially that of Socialists, but he would bring about by education and opinion, what they aim at effecting by positive institution. The owner of capital is by no means to consider himself its absolute proprietor.

In April, 1898, the Czech National Social Party, led by Klofac, was formed in opposition to the Socialists. It was radically nationalist, and consisted mainly of workmen, as it was evolved from the workers' organisation in the Young Czech Party. On January 6, 1899, the Agrarian Party was formed. It was chiefly composed of farmers and peasants.

Daily life in Moscow, so far as I could discover, has neither the horrors depicted by the Northcliffe Press nor the delights imagined by the more ardent of our younger Socialists. On the one hand, there is no disorder, very little crime, not much insecurity for those who keep clear of politics.

But Scheidemann and his friends, while they have, in their attempted negotiations with the Socialists of other countries, the present protection of the Imperial Government, will have no hand in dictating terms of peace so long as that government is in existence. They are being used in an effort to divide the Allies.

Even the Socialists would think it ill-mannered, though in their hearts, if not in their sleeves, they must all the while be smiling at the notion of anything sacred in the Sovereign. Loyalty, like so many other things in England, is a convention to which the alien will tacitly conform in the measure of his good taste or his good sense.

After this year the understanding with Russia breaks down; instead of it the peace of Europe is preserved by the Triple Alliance with Austria and Italy. In internal affairs the change is even more marked; the rising power of the Socialists is the enemy to be fought against; for this conflict, peace has to be made with the Catholics the May laws are modified or repealed.

Our liberation from these false presumptions through the rhetoric of Carlyle and Ruskin and the activities of the Socialists, is more apparent than real. The old edifice oppresses us still, repaired and altered by indifferent builders, underpinned in places, and with a slight change of name. "Political Economy" has been painted out, and instead we read "Economics under entirely new management."

No company was ever invited to his house, and it was by the rarest chance that he went to any entertainment. Who his associates were in this new phase of his life, is often a matter of conjecture. Revolutionary socialists mostly, practical and unpractical not of the harmless theoretical sort: but he never was seen on the street in company with other men.

If there is any other side, I have never been able to discover it. It seems to me that if Christians were logical, they should be Socialists. The brotherhood of man, cooperation all that is Socialism, isn't it? It's opposed to the principle of the survival of the fittest, which so many of these so-called Christians practise.
