'But, cried Lady Durwent, whose easily roused theatrical instinct gave her the delightful sensation of presiding at a meeting of the Cabinet, 'what have we to do with Austria and Servia? 'Hear, hear, said the bland youth. 'Let 'em hop aboard each other if they like. I think it would be deucedly splendid for us to have another war; we're all fed up aren't we? with just enjoying ourselves.

With all our heart we were able to agree with our allys estimate of the situation, and assure him that any action considered necessary to end the movement in Servia directed against the conservation of the monarchy would meet with our approval.

To young Servia, Durazzo, the port of old Servia, is as water to the gasping fish. It stands for unhampered trade relations with the world; for economic freedom. When that division, ragged and footsore, came at last in sight of the blue Adriatic well, it may safely be called a historic moment for one little nation.

On July 24 the German Government told the Powers that it approved the Austrian note, as being necessitated by the 'Great-Servian' propaganda, which aimed at the incorporation in the Servian monarchy of the southern Slav provinces belonging to Austria-Hungary; that Austria, if she wished to remain a Great Power, could not avoid pressing the demands contained in the note, even, if necessary, by military measures; and that the question was one which concerned no Powers except Austria-Hungary and Servia.

But forces of an economic, social, and political character are already at work tending to draw it into closer union with Servia, and the Balkan wars have given a great impetus to these forces. A united Serb state, with an Adriatic littoral which would include the harbors of Antivari and Dulcigno, may be the future which destiny has in store for the sister kingdoms of Servia and Montenegro.

There can be little doubt that all these attempts by Herr von Jagow to claim that the French violated Belgian neutrality are another illustration of Swift's dictum to the effect that 'as universal a practice as lying is, and as easy a one as it seems', it is astonishing that it has been brought to so little perfection, 'even by those who are most celebrated in that faculty'. England and Servia.

The reasons which have enabled Bulgaria to envisage the future with tranquillity are for her allies a source of uneasiness. Servia and Greece have long watched the rapid and uninterrupted progress of their pushful neighbour with mixed feelings of fear and envy. Her seniors in point of time, they have been outdistanced in the race for Balkan hegemony.

The European Powers refused to let the Balkan States take all the conquered territory, and established the new state of Albania with a German king; Servia especially aggrieved at Austrian interference. The Balkan States quarreled; Bulgaria attacked Greece and Servia; Roumania joined them, and the three allies crushed Bulgaria. Turkey regained a portion of her territory from Bulgaria.

This crime must have opened the eyes of the entire civilized world, not only in regard to the aims of the Servian policies directed against the conservation and integrity of the Austro-Hungarian monarchy, but also concerning the criminal means which the pan-Serb propaganda in Servia had no hesitation in employing for the achievement of these aims.

A village of three hundred houses, a church, and a national school, have sprung up within the last few years at this point. The imports from Roumelia and Bulgaria are mostly Cordovan leather; the exports, Austrian manufactures, which pass through Servia. When the new macadamized road from Belgrade to this point is finished, there can be no doubt that the trade will increase.
