It is probable that with the growing sectionalism, North and South would soon have been at odds over the disposition of the greater Northwest. Sooner or later, the South must have demanded the repeal of the Missouri Compromise, or have sought large concessions elsewhere.

It thus created a nucleus for national feeling, which gradually cured the localism of early England and the sectionalism of feudal society; and it developed an esprit de corps which counteracted the influence of the court.

The final recognition of this ugly fact on the part of the free States, raised a popular flood in them big enough to whelm the Whig party and to float a great political organization, devoted to uncompromising opposition to the farther extension of slavery. The sectionalism of slavery was at last met by the sectionalism of freedom.

Moreover, the arrogance and blunders of the Republican leaders during the days of Reconstruction helped to keep it alive. A baneful political heritage has been handed down to us from the Civil War the solid South. It overturns the national balance of parties, perpetuates a pernicious sectionalism, and deprives the South of that bipartizan rivalry which keeps open the currents of political life.

Like all other enemies of the American Republic, from the days of the Revolution to those of the Civil War, they saw clearly that their best allies were the separatists, the disunionists, and they sought to encourage in every way the party which, in a spirit of sectionalism, wished to bring about a secession of one part of the country and the erection of a separate government.

When, therefore, he had seen evidences of a narrow sectionalism, which sought not the good of the whole, not even the benefit of a part, but aimed at the injury of a particular section, the pulsations of his own heart told him such cannot be the purpose, the aim, or the wish of any American Democrat and he saw around him to-day evidence that his opinion in this respect had here its verification.

This was the natural outgrowth of the confusion of that period; for how should the careless deputy-marshals, thinking only of the sectionalism that lit up the smouldering ruins of war, know that the Moonshiners were Union men and Republicans? While the Government was endeavouring to invent some plan for the capture of the Moonshiners, Sis Poteet was growing lovelier every day.

These were problems of territorial organization, of distribution of public lands, of inland trade, of highways and waterways, of revenue and appropriation problems that focused in the offices of the Secretaries of the Treasury and of War. And lurking behind all was the specter of slavery and sectionalism.

Its safety naturally, therefore, became among the slave class an object of prime importance. Southern jealousy in this regard ultimated inevitably in Southern narrowness, Southern sectionalism, which early manifested themselves in the exclusion from lead in national affairs of Northern public men, reputed to be unfriendly to slavery.

"The real power in each clan lay in the hands of able men of inferior rank, who ruled their masters." From these men came the present advisers of the Emperor. Their chief object at that time was the thorough unification of Japan. Why, then, should they longer trouble themselves to uphold feudalism, this mother of sectionalism, this colossal sham?
