The ventilation and hygienic conditions generally were far from good, as may be imagined from a consideration of the smallness of the houses, the compactness of the city, particularly the parts occupied by the people, and especially of the primitive system of sanitation, which was content to use the front street as a main sewer.

The city walls; a few temples in varying stages of magnificence, tawdriness and decay; the remains of sewers which, built of solid blocks of stone and large enough to admit a donkey, show that formerly a scheme of drainage and sanitation existed although to-day there is nothing of the kind; an insignificant canal and a hill rumoured to be made of coal heaped there as a supply in case of siege; and one has seen the architectural wonders of the capital.

Sanitation and all the methods we are capable of discovering and inventing are becoming universally applied to kill and to destroy the menacing germs that God causes to inhabit the air, and that breed and multiply in the fertile flesh of our bodies.

The infantry, guns, and Maxims preceded but a few paces in front. Vile beyond description was Omdurman, its dwellings, streets, lanes, and spaces. Beasts pay more regard to sanitation than dervishes. Pools of slush and stagnant water abounded. Dead animals in all stages of decomposition lay there in hundreds and thousands.

Here is the world, with such and such needs for food, clothing, shelter, with such and such needs for sanitation, hospitals, and above all, for education, for science, for the arts, if it is not to fall back into the conditions of the Middle Ages. How can women aid in making secure the national position? Certainly not by idleness, inefficiency, an easy policy of laissez faire.

Now, improved sanitation and the knowledge that the yellow death is carried by the Stegomyia mosquito, with the precautionary methods suggested by that knowledge, have almost entirely eliminated yellow fever from the West India islands; but in Marryat and Scott's time to be ordered to the West Indies was looked upon as equivalent to a death sentence.

The more educated and morally restrained, however, seek intellectual stimulus, and the modern popular demand for culture arises largely from the need of something to relieve the grey monotony of industrial labour. So, too, the problems of poverty, local government, and sanitation have been created or intensified by the Industrial Revolution.

Progress in the means of subsistence, that is to say, progress in abundance and variety of food-supply, clothing, shelter, sanitation, public health, commerce, manufacture, the growth of the public wealth, etc. 2nd.

They give simple talks upon hygiene and sanitation, encourage better care of schoolhouses and grounds, stimulate interest in gardening and simple home industries, and encourage self help. Their work has been exceedingly valuable. The Phelps Stokes Fund of $900,000, founded by Miss Caroline Phelps Stokes, is not wholly devoted to the negroes of the South.

They may invest money lent them in gas or electric works or water supply or tramways, and get an income from them which will more than pay the interest on the money borrowed. Or they may put it into public parks and recreation grounds or municipal buildings, or improvements in sanitation, thereby beautifying and cleansing the town.
