Cavite and Samar are instances of reposing too much confidence in the self-governing power of a people. The disturbances have all now been suppressed, and it is hoped that with these lessons local governments can be formed which will secure quiet and peace to the deserving inhabitants.

This archipelago is formed of a great number of islands which extend in Malaysia, between 5 degrees 32 minutes and 19 degrees 38 minutes north latitude, and 114 degrees 56 minutes and 123 degrees 43 minutes longitude east of the meridian of Paris. The most important are Luzon, Mindoro, Leyte, the Ceylon of Pigafetta, Samar, Panay, Negros, Zebu, Bohol, Palawan, and Mindanao.

The head-hunters of the Mountain Province, the Mohammedan Moros of Mindanao, Joló and Palawan, the bloody pulájanes of Samar and Leyte, the wily tulisanes of Luzón, all unrestrained by any regard for the rules of civilized warfare, have for twelve years matched their fanatical bravery against the gallantry of the khaki-clad Filipino soldiers.

Towards evening we sighted Mount Bulusan, in the south-eastern extremity of Luzon; and presently we turned northwards, and sailed up the Straits of San Bernardino, which separate Luzon from Samar. It has, like its prototype, a couple of peaks. The western one, a bell-shaped summit, is the eruption cone. The eastern apex is a tall, rugged mound, probably the remains of a huge circular crater.

Manila hemp is the principal product upon which these mountaineers depend in bartering for cloth and other supplies. The cleaning of hemp involves very severe exertion, and when it is cleaned it must usually, in Samar, be carried to the seashore on the backs of the men who raise it. Under the most favourable circumstances, it may be transported thither in small bancas down the streams.

Amber is frequently gathered in considerable lumps in the vicinity of Samar and the other Visayan Islands as well as mother-of-pearl, tortoise-shell, and red and black coral, of the latter kind of which, I have seen shafts as thick as my finger and six or eight feet long.

Only in the islands of Leyte and Samar is the authority of our Government resisted and this by wild mountain tribes under the superstitious inspiration of fakirs and pseudo-religions leaders.

Batangas was only disturbed by reason of the fugitive ladrones from Cavite, Samar was thrown into disturbance by the uneducated and partly savage peoples living in the mountains, who, having been given by the municipal code more power than they were able to exercise discreetly, elected municipal officers who abused their trusts, compelled the people raising hemp to sell it at a much less price than it was worth, and by their abuses drove their people into resistance to constituted authority.

Then come Cebu, Mindanao, Leyte, Samar, and Negros, varying from the above numbers down to fifty thousand. The population is increasing, and it is thought that it doubles itself in seventy years.

This island is divided from Luzon, or Luçonia, the principal island of the Philippines, by the narrow straits of San Bernardino; and Cape Espiritu Santo is about 100 leagues, in a straight line, from the city of Manilla, which lies to the N.W. Cape Espiritu Santo is at the N.W. extremity of the island of Samar.
