Practically the entire crop is exported through Puerto Plata. Before the European war the great market for Dominican tobacco was Hamburg. Up to 1907 tobacco was exported only in leaf, but since then a small cigarette industry has developed. Coffee is another native crop the development of which has been checked by the popularity of cacao.

The Puerto Plata settlers have mingled with the rest of the population, but around the town of Samana, where the largest settlement, consisting of some sixty families, was made, the descendants of the American immigrants still form a distinct class.

Mechanics and artisans began to neglect their workshops to listen to the harangues of politicians on the nature of governments and laws. Agriculture and commerce diminished.
