A major part of the substance for an unprecedented advance in this Nation's approach to its problems and opportunities is contained in more than two score legislative proposals which I sent to the Congress last year and which still await enactment. I will offer at least a dozen more major programs in the course of this session.

In order that we make greater use of domestic coal resources, I am submitting amendments to the Energy Supply and Environmental Coordination Act which will greatly increase the number of powerplants that can be promptly converted to coal. Obviously, voluntary conservation continues to be essential, but tougher programs are needed and needed now.

The advance programs hung, a little bundle of them, suspended by a string from a nail on the wall near the box office, so that ticket purchasers might rip one off and peruse the week's musical menu. Fanny longed to hear the comment of the little groups that were constantly forming and dispersing about the box office window. She never dreamed of allowing herself to hover near it.

Extension of the advantages of insured lending to private credit engaged in this task of rehabilitating obsolete neighborhoods; Insurance of long-term, mortgage loans, with small down payment for low-income families; and, until alternative programs prove more effective, Continuation of the public housing program adopted in the Housing Act of 1949.

Where the incidence of policy is remote, all that is essential is that the program shall be verbally and emotionally connected at the start with what has become vocal in the multitude. Trusted men in a familiar role subscribing to the accepted symbols can go a very long way on their own initiative without explaining the substance of their programs. But wise leaders are not content to do that.

Yet these are not exaggerated statements. In a world where there are tens of millions who need food and clothing which they can not get, such a condition is sure to indict the social system which makes it possible. In the main the remedy lies in distribution and marketing. Every proper encouragement should be given to the cooperative marketing programs.

And then, though less fecund an inventor than Liszt, less rich and large a temperament than Berlioz, Strauss was better able than either of his masters to organize his material on difficult and original lines, and find musical forms representative of his programs.

It has lost prestige with the passing of the old-fashioned ball. But sometimes there are special occasions when the hostess wishes to have programs, in which case they serve not only as pretty and convenient adjuncts to the occasion, but as appropriate mementos.

Federal programs that will benefit all citizens are moving forward. Next year we will be spending increased amounts on health programs; on Federal assistance to science and education; on the development of the nation's water resources; on the renewal of urban areas; and on our vast system of Federal-aid highways.

In spite of the attempt of the Roosevelt Administration to elevate the status of the Afro-American, the New Deal itself became enmeshed in racial discrimination in three ways: through discriminatory practice within government bureaus, through exclusion carried on by unions, and also as an indirect by-product of the success of the New Deal programs.
