"As it is against the best interest of the laboring man, so it is against the best interest of all the people, and, as a matter of fact, the overwhelming mass of people of this country and all countries is made up of laboring people. "Finally, the soviet government, as foreshadowed in its constitution, is obviously unjust, unfair and discriminatory.

The legislation finally framed showed in its discriminatory features the combined influence of the old laws for free Negroes, the vagrancy laws of North and South for whites, the customs of slavery times, the British West Indies legislation for ex-slaves, and the regulations of the United States War and Treasury Departments and of the Freedmen's Bureau all modified and elaborated by the Southern whites.

Special instances may always exist of unnecessarily high or excessively discriminatory rates; and provisions should be made for the consideration of such cases, perhaps, by some court specially organized for the purpose; but the assumption should be, on the whole, that the matter of rates and service can be left to the interest of the corporation itself.

The problem has been given even greater urgency by four recent court decisions, which have held that the conventional method of financing schools through local property taxes is discriminatory and unconstitutional. Nearly 2 years ago, I named a special Presidential commission to study the problems of school finance, and I also directed the Federal departments to look into the same problems.

I urge the prompt enactment by the Congress of the legislation now before it to extend and broaden the existing displaced persons law and remove its discriminatory features. The measures I am recommending to the Congress concerning both our foreign and our domestic policies represent a carefully considered program to meet our national needs.

Afro-Americans generally admitted that the Selective Service Act per se was not discriminatory and that it was applied impartially in most places. One of the reasons for this impartiality, undoubtedly, was the fact that both local and national Selective Service Boards included Afro-American representation.

The advantages secured by the adjustment of our trade relations under this law have continued during the last year, and some additional cases of discriminatory treatment of which we had reason to complain have been removed. The Department of State has for the first time in the history of this country obtained substantial most-favored-nation treatment from all the countries of the world.

The other was a general tariff bill that proposed increases upon the then existing Wilson-Gorman bill. The first would put into the hands of the President a power that was not enjoyed by any ruler in Christendom; the second would add to the unfair and discriminatory tariff rates then in force, by making ad valorem increases in them.

Rendered cynical by decades of repression, they resent what they regard as discriminatory accession deals imposed on them in a "take it or leave it" fashion by the EU. Anti-EU sentiment and Euroscepticism are vocal though abating even in countries like Poland, an erstwhile bastion of Europhilia.

This was aided by Brussels' lukewarm welcome, discriminatory and protectionist practices, and bureaucratic indecisiveness. These worrisome tendencies are balanced by the inertia of the process. Politicians of all colors are committed to the European project. Carping aside, the countries of central Europe stand to reap significant economic benefits from their EU membership.
