The last-named source of irritation had led to a "massacre" of Englishmen at Amboyna in 1623, after which the English abandoned the East Indian islands to the Dutch East India Company, concentrating their attention upon India, where the acquisition of settlements at Calcutta, Madras, and Bombay laid the foundations of the three great Presidencies of the British Empire in India.

That Bombay is the rising presidency there can be no doubt, and there seems to be every probability of its becoming the seat of the Supreme Government; nothing short of a rail-road between the two presidencies can avert this catastrophe; the number of days which elapse before important news reaching Bombay can be known and acted upon by the authorities of Calcutta rendering the measure almost imperative.

According to the ordinary course of things in those days, the newly-appointed junior would have had nothing to do, except a little abstracting, indexing, and searching, or pretending to search, into records; but young Mill was almost immediately set to indite despatches to the governments of the three Indian Presidencies, on what, in India-House phraseology, were distinguished as "political" subjects, subjects, that is, for the most part growing out of the relations of the said governments with "native" states or foreign potentates.

There was therefore only the Punjab to look to for aid. Happily, the troops of the Madras and Bombay presidencies had so far remained faithful. If that were to go on for a century or more, there would be five or six Presidencies of India built up into so many compact States; and if at any future period the sovereignty of England should be withdrawn, we should leave so many Presidencies built up and firmly compacted together, each able to support its own independence and its own Government; and we should be able to say we had not left the country a prey to that anarchy and discord which I believe to be inevitable if we insist on holding those vast territories with the idea of building them up into one great empire.

The three Presidencies were flooded with the sons and nephews of men who were lucky enough to have a seat in a Town Council, or a superiority in a rural district; and fortunate it was for our empire that the responsibilities of that noblest of all careers soon educated young Indian Civil Servants into something higher than mere adherents of a political party.

Her remains are deposited near those of one of her own sex, who was also distinguished for her literary talents, Miss Jewsbury. The death of Miss Roberts excited universal sorrow amongst all classes, European and native, at Bombay, as well as at the other presidencies, especially Calcutta, where the most cordial and flattering tributes to her memory appeared in the public journals.

Those who surround the Governor-General at Calcutta say, 'We might as well have the Governors of the Presidencies independent, if they are to do as they like without consulting the Governor-General as has been done in past times' The Friend of India is a journal not particularly scrupulous in supporting the Calcutta Government, but it has a horror of any Government of India except that of the Governor-General and the few individuals who surround him.

But I believe that it is very much the same in all the Presidencies. I must say that it is my belief that if a country be found possessing a most fertile soil, and capable of bearing every variety of production, and that, notwithstanding, the people are in a state of extreme destitution and suffering, the chances are that there is some fundamental error in the government of that country.

When England was mobilising her forces after the treaty of San Stefano, and ordering into the Mediterranean a division of sepoys drawn from the three presidencies of her Indian Empire, Russia for her part was concerting an important diversion in the direction of the north-western frontier of that great possession.
