Maurice, who by the death of his brother, Philip William, had in February, 1618, become Prince of Orange, was virtually sovereign in the United Provinces. His name appeared in treaties with eastern potentates and in diplomatic despatches, just as if he were a reigning monarch; and the people of the Netherlands were even at times spoken of as his subjects.

We read with feelings akin to despair of the cheap, not to say derogatory, manner in which, in both Houses of Parliament, native potentates, especially of non-European countries, are frequently spoken of by the hereditary aristocracy and the first gentlemen of the British Empire.

All the potentates of Christendom, save the King of Spain alone, with his relatives the archdukes, have assented to our independence. In treating for peace we ask no gift of freedom from the archdukes. We claim to be regarded by them as what we are free men. If they are unwilling to consider us as such, let them subject us to their dominion if they can.

Several of the events and incidents which occurred immediately after the accession of Darius to the throne, illustrate in a striking manner the degree in which the princes and potentates of ancient days were governed by caprice and passionate impulse even in their public acts. One of the most remarkable of these was the case of Intaphernes.

The treaty of Tilsit, therefore, although it placed Napoleon in a commanding situation with regard to the potentates of Europe, unmasked the real nature of the war, and brought him and England, the respective champions of Equality and Privilege, into more direct contact. These measures increased the alienation between France and Austria.

That the Spanish Government was secretly dealing with the emperor and other German potentates for the extension of his universal empire appeared from intercepted letters of the king copies of which were communicated from which it was sufficiently plain that the purpose of his Majesty was not to bestow peace and tranquillity upon the Netherlands.

Priestly Princes Urban Communities Alongside of these secular and spiritual potentates stood the urban communities.

Day before yesterday I had a call at the Consulate from one of the Potentates of the Earth, a woolly-haired negro, rather thin and spare, between forty and fifty years of age, plainly dressed; at the first glimpse of whom, I could readily have mistaken him for some ship's steward, seeking to enter a complaint of his captain.

Potentates, treating with the States-General of the United Provinces, were expected to sign their names. Whatever may be thought of the technical requirements in regard to the parchment, the signature, and the seal, it would be difficult to characterize too strongly the polity of the Spanish Government in the most essential point.

Here is now no "Kaiser to be delivered from oppression:" here is a new Kaiser to be elected, "Grand-Duke Franz the man," cry the Pragmatic Potentates with exultation, "no Belleisle to disturb!" and questions arise innumerable thereupon, Will France go into electioneering again? The new Kur-Baiern, only seventeen, poor child, cannot be set up as candidate.
