This plan was inaugurated in four States which had been in part controlled by the Federal army from nearly the beginning of the war: Tennessee , Louisiana , Arkansas , and Virginia after the formation of West Virginia . For each state Lincoln appointed a military governor: for Tennessee, Andrew Johnson; for Arkansas, John S. Phelps; for Louisiana, General Shepley.

Phelps and Gorman immediately proceeded to Canandaigua and obtained the Indian title to one third of the tract. A land-office was opened in that village, the first of its kind in America. But the sales, although rapid, prevented the ruin neither of the purchasers nor of Robert Morris, the financier of the Revolution, who came forward to help them.

Nevertheless, deep in his heart Peter John had stored them all and his fear of the class above him had increased until at last just before he departed from home he had written to his friend Will Phelps informing him of his fears and begging that he and Foster would meet him at the station and protect him from the fierce onslaughts, which, he confessed, he expected would await him upon his arrival.

In front of us was a huge fire of birchlogs; and over it we could see the top of the falls glistening in the moonlight; and the roar of the falls, and the brawling of the stream near us, filled all the ancient woods. It was a scene upon which one would think no thought of sin could enter. We were talking with old Phelps, the guide. Old Phelps is at once guide, philosopher, and friend.

"A few days before his death," continued Andrews, measuring his words carefully, "I, or rather the Great Eastern, which had been secretly investigating the case, received this letter. What do you think of it?" He spread out on the table a crumpled note in a palpably disguised handwriting: TO WHOM IT MAY CONCERN: You would do well to look Into the death of Montague Phelps, Jr.

Delegates were present from twenty-five unions, more than two-thirds of the local unions thus showing their interest in the object for which they had met. At this conference Mrs. Letitia Youmans presided, and at its close the officers elected were: President, Mrs. L. Youmans; Vice- presidents, one from each county; Cor. Sec., Miss Phelps, St. Catharines; Rec.

Into this struggle Will Phelps had thrown himself with all his might, and when he joyfully emerged from the struggling mass of humanity gathered about Hawley his rejoicing was great and his cheers for the class were among the loudest.

Phelps entered the studio from the door to the dressing rooms. Disdaining to join the other group, he approached us to ask the cause for the excitement. Kennedy explained, patiently, and I saw that Phelps looked at the black bag uneasily. "I hope the guilty party is not a member of the company," he muttered. "Why?" Kennedy's mouth tightened. The financier grew red.

Phelps had such a phenomenal success socially that, when her husband was recalled and they left England, the ladies of both the great parties united, and through Lady Rosebery, the leader of the Liberal, and Lady Salisbury, of the Conservative, women, paid her a very unusual and complimentary tribute.

The wealthy merchants of New York at that period frequently invested their surplus in outlying property and left its care largely in the hands of my father, who opened up estates, as he did the Anson Phelps place in the vicinity of Thirtieth Street, which ran north and extended from the East River to Third Avenue. He also opened up the Cutting and other large estates.
