North of the Papal domain, which cut the peninsula in two parts, stood three renowned Italian cities: Florence, the capital of Tuscany, leading the world in arts; Genoa, the home of Caboto and Columbus, teaching the world the science of navigation; and Venice, mistress of the great trade route between Europe and Asia, controlling the world's commerce.
The only house without any pretension within sight of Otter was situated at the other extremity of the bay, on a peninsula projecting far into the sea. It had been built in the days when each mansion was a fortalice, and when safety from enemies was of more moment than the convenience of friends.
McClellan moved in March, 1862, upon Richmond by way of the Yorktown Peninsula, a swampy wild region over which it was difficult, indeed, to move an army. He commanded 125,000 men, and 40,000 more were in the neighborhood of Washington to make a diversion in his favor in case of necessity.
Nowhere in the ancient seats of the Roman commonwealth, whose memory was now the cherished fashion in France, could anything more than a reflection of French revolutionary principles be discerned; the rights of man and republican doctrine were attractive subjects of debate in many cities throughout the peninsula, but there was little of that fierce devotion to their realization so prevalent beyond the Alps.
Almost one hundred thousand three months' militia had shouldered muskets to redress the fall of Fort Sumter; over half a million three years' volunteers promptly enlisted to form the first national army under the laws of Congress passed in August, 1861; nearly half a million more volunteers came forward under the tender of the governors of free States and the President's call of July, 1862, to repair the failure of McClellan's Peninsula campaign.
Within his remembrance, and even since his mature age, the site where now stood the populous town, had been a wild and forest-covered peninsula. The province, now so fertile, and spotted with thriving villages, had been a desert wilderness. He was surrounded by a shouting multitude, most of whom had been born in the country which he had helped to found.
But this was not the only literature of Spain. The spirit of poetry diffused throughout the peninsula, excited by the romantic events of Spanish history, now began to assume the form of a popular literature, and to assert for itself a place which in some particulars it has maintained ever since. This popular literature may be distributed into four different classes.
Under the committee of public safety, on the contrary, the most renowned generals had no political influence, and were subject to the terrible discipline of parties. While occasionally thwarting the generals, the convention had no difficulty in keeping the armies in obedience. A short time afterwards the movement of invasion was prolonged in Holland and in the Spanish peninsula.
The instructions were to land at Rockingham Bay, and examine the eastern coast of the peninsula, to Port Albany in the extreme north, where a ship would meet and receive them. Such was the programme, alas for the performance!
