The defence of the monarchy, which seemed abandoned by the pusillanimous emperor, was assumed by Æmilianus, governor of Pannonia and Mæsia; who rallied the scattered forces, and revived the fainting spirits of the troops. The barbarians were unexpectedly attacked, routed, chased, and pursued beyond the Danube.

They then crossed into Spain, and settled in Andalusia, A.D. 409, and resumed the agricultural life they had led in Pannonia. The Roman governor of Spain intrigued with their old enemies, the Goths, then settled in Gaul, to make an attack upon them, under Wallia. Worried and incensed, the Vandals turned against the Romans, and routed them, and got possession of the peninsula.

The dissimulation which had hitherto been preserved, was laid aside at Petovio, * in Pannonia. No time was to be lost.

The kingdom of the Ostrogoths had descended to Theodoric, nephew of Velamir, who, being on terms of friendship with Zeno the eastern emperor, wrote to him that his Ostrogoths thought it an injustice that they, being superior in valor to the people thereabout, should be inferior to them in dominion, and that it was impossible for him to restrain them within the limits of Pannonia.

The legions, which had been ordered to march into Pannonia, were immediately recalled, or detained, for the defence of Gaul; the military command was divided between Nanienus and Mellobaudes; and the youthful emperor, though he respected the long experience and sober wisdom of the former, was much more inclined to admire, and to follow, the martial ardor of his colleague; who was allowed to unite the incompatible characters of count of the domestics, and of king of the Franks.
