Religious liberty was an important step towards complete freedom of opinion. The danger, however, was felt in Germany, and in the seventeenth century the study of Scripture was not encouraged at German Universities. His ordinances on the matter are memorable as the earliest existing Edicts of toleration.

Their servants rode along the road with copes for doublets or tunicles for saddle-cloths, and scattered panic among the larger houses which were left. Some sold their jewels and relics to provide for the evil day they saw approaching. Some begged of their own will for dissolution. It was worse when fresh ordinances of the Vicar-General ordered the removal of objects of superstitious veneration.

For he speaks, for instance, in one part of the psalm of God's 'word, as being settled for ever in the heavens, and of the heavens and earth as continuing to this day, 'according to Thine ordinances.

But thou must take heed of all these, for he justifies us by none of these means, and thou dost need to be justified. I say, he justifieth us, not either by giving laws unto us, or by becoming our example, or by our following of him in any sense, but by his blood shed for us. His blood is not laws, nor ordinances, nor commandments, but a price, a redeeming price.

Canst thou bring forth Mazzaroth in his season? or canst thou guide Arcturus with his sons? Knowest thou the ordinances of heaven? canst thou set the dominion thereof in the earth? Canst thou lift up thy voice to the clouds, that abundance of waters may cover thee? Canst thou send lightnings, that they may go and say unto thee, Here we are?

Verily the ordinances of God concerning all things were formerly set forth in eloquent Arabic. Indeed those whose souls have been created through the splendour of the light of thy Lord recognize the Truth and are numbered with such as faithfully obey the One True God and are well assured... O Muḥammad!

After the civil wars, the Parliament, summoned at Marlebridge, gave their approbation to most of the ordinances which had been established by the reforming barons, and which, though advantageous to the security of the people, had not received the sanction of a legal authority.

It enjoined all subordinate authorities to be obedient and assisting to Montrose in his enterprise; gave him the power of making ordinances and proclamations, punishing misdemeanours, pardoning criminals, placing and displacing governors and commanders. In fine, it was as large and full a commission as any with which a prince could intrust a subject.

And as the Roman ordinances with regard to it were productive of much good, so the want of them in Florence has bred much mischief. For any one reading the history of our city may perceive, how many calumnies have at all times been aimed against those of its citizens who have taken a leading part in its affairs.

I must leave them upon you unanswered; and standing by my argument conclude, That if laws and ordinances of old have been broken, and the breach of them born with, when yet the observation of outward things was more strictly commanded than now, if the profit and edification of the church come in competition; how much more, may not we have communion, church communion, when no law of God is transgressed thereby.
