The same kind of careful planning that gained victory in North Africa and Sicily is required, if we are to make victory an enduring reality and do our share in building the kind of peaceful world that will justify the sacrifices made in this war. The United Nations are substantially agreed on the general objectives for the post-war world.

In 1905, W. E. B. DuBois, John Hope, Monroe Trotter, Kelly Miller, and other outspoken young Negro intellectuals met in Niagara Falls, Ontario, and founded the "Niagara Movement." Unlike the other black institutions mentioned above, the "Niagara Movement" was primarily political in its objectives.

In grateful recognition of the multiple bounties showered in rapid succession upon the army of the Lord of Hosts during the course of the Holy Year, auspiciously ushered in through the proclamation of the objectives of the World Crusade, whose opening months witnessed the convocation in the heart of the African continent of the first Intercontinental Teaching Conference; whose climax was signalized by the simultaneous holding in the heart of North America of the Intercontinental Conference of the Western Hemisphere, the dedication of the Mother Temple of the West and the launching of the Ten-Year Plan; whose record has been ennobled by two additional intercontinental gatherings, successively convened in the European and Asiatic continents, all eleven Hands are called upon to arise to enhance the abiding value of their strenuous, exemplary labors during the last twelve months, constituting the initial chapter in their steadily unfolding world mission.

Thus, quite apart from the confusion and the eventual disappointment, much valuable time was lost while the matter was in suspense; and so was demonstrated once more the impossibility, well established by the history of war, of co-ordinating the operations of two armies widely separated, having different objectives, while an enemy strongly holds the country between them.

Third, we must develop our energy technology and resources so that the United States has the ability to supply a significant share of the energy needs of the free world by the end of this century. To attain these objectives, we need immediate action to cut imports. Unfortunately, in the short term there are only a limited number of actions which can increase domestic supply.

In this environment the subjects of Information Warfare and Information In Warfare take on new meaning and require focused development. We must become proficient within this environment. Does Rapid Dominance apply only or mostly to the high end of the spectrum, involving more traditional applications of force to achieve political objectives as envisioned in the MRC and LRC scenarios?

On the contrary, since I began collecting data for this study at the time of the first general war, I have watched the unfolding political struggle for economic and cultural objectives with the increasing conviction that politics is the primary focus, with economic forces always in play, but usually in the background, leaving the center of the stage to politics.

There still seemed no prospect of gaining the desired objectives by negotiation, and in 1860 a new expedition was fitted out, this time some 20,000 strong. The troops landed at Tientsin and marched on Peking; the emperor fled to Jehol and did not return; he died in 1861.

Rapid changes the machine age, the advent of universal and rapid communication and many other new factors have brought new problems. Succeeding generations have attempted to keep pace by reforming in piecemeal fashion this or that attendant abuse. As a result, evils overlap and reform becomes confused and frustrated. We lose sight, from time to time, of our ultimate human objectives.

It is said that there was probably never before in history a battle fought in which every man was a general so to speak as at the battle of Château Thierry, in July, 1918. That is to say, there was probably never before a battle in which so many men comprehended as clearly as if they had been generals what it was all about, and acted as if they had been generals to attain their objectives.
