In a materialistic competitive order, success in life depends upon the knack innate or acquired, and not to be highly rated of outwitting one's neighbour under the rules of the game the law; education is merely a cultural leaven within the reach of the comparatively few who can afford to attend a university. The business college is a more logical institution.

Smoother and more efficient weapons were made by the hordes of their more advanced descendants, some of whom remained in the mental and cultural condition of the stone age like the Fuegian, until the white travelers of recent centuries brought them newer ideas and implements.

In this chapter we shall concern ourselves with a number of personalities from the more or less recent past of the cultural life of Britain, each of whom was a spiritual kinsman of Goethe, and so a living illustration of the fact that the true source of knowledge in man must be sought, and can be found, outside the limits of his modern adult consciousness.

We may infer one of several things from this: That a really serious morphological influence is not, perhaps, impossible, but that its operation is so slow that it has hardly ever had the chance to incorporate itself in the relatively small portion of linguistic history that lies open to inspection; or that there are certain favorable conditions that make for profound morphological disturbances from without, say a peculiar instability of linguistic type or an unusual degree of cultural contact, conditions that do not happen to be realized in our documentary material; or, finally, that we have not the right to assume that a language may easily exert a remolding morphological influence on another.

The United States, however, remains willing to permit the travel of journalists to both our countries; to undertake cultural and educational exchanges; and to talk about the exchange of basic food crop materials. Since I spoke to you last, the United States and the Soviet Union have taken several important steps toward the goal of international cooperation.

The good four- year normal school course presumably requires as much thinking and other strenuous work as that of the college. But the presence of the last group of subjects signifies that this study is to culminate in the use of knowledge; and there's the rub. It is this latter fact that vitiates the course and precludes the cultural effect that a college course insures.

The hatching trays are suspended in the rearing boxes, or placed upon movable rests in the boxes, with their edges just above the level of the water. Notice is usually sent a day or two before the ova are despatched from fish cultural establishments, so the amateur has no excuse for not being absolutely ready for their reception.

As the cultural supremacy of Athens grew, its dialect, the Attic, spread at the expense of the rest, until, in the so-called Hellenistic period following the Macedonian conquest, the Attic dialect, in the vulgarized form known as the "Koine," became the standard speech of all Greece. But this linguistic uniformity did not long continue.

In recently reauthorizing Federal appropriations for the National Endowment for the Humanities, the Congress has once again reaffirmed that "the encouragement and support of national progress and scholarship in the humanities . . . while primarily a matter for private and local initiative, is also an appropriate matter of concern to the Federal Government" and that "a high civilization must not limit its efforts to science and technology alone but must give full value and support to the other great branches of man's scholarly and cultural activity in order to achieve a better understanding of the past, a better analysis of the present, and a better view of the future."

However, such an abstraction is justifiable. We can profitably discuss the intention, the form, and the history of speech, precisely as we discuss the nature of any other phase of human culture say art or religion as an institutional or cultural entity, leaving the organic and psychological mechanisms back of it as something to be taken for granted.
