The more munitions Germany heaps up the more fat she must use for this purpose, and the less she will have for the civil population, with a consequent diminution of their output of work. Germany simply cannot burn the candle at both ends. It is my personal opinion that Verdun marks the supreme culmination of German military offensive in the West, and the West is the decisive theatre of war.

They went much farther than this. Through every conceivable channel they contrived to obstruct Russia's military effort. They conspired to disorganize the transportation system, the hospital service, the food-supply, the manufacture of munitions. They, too, in a most effective manner, were plotting to weaken and corrupt the morale of the army. There was universal uneasiness.

The succeeding four months witnessed the peculiar spectacle of the South leisurely completing its arrangements for secession, and perfecting its civil and military organization, while the North, under a discredited ruler of whom it could not rid itself until March 4th, was unable to make any counter-preparation or to do anything to prevent the diversion of a large portion of the arms and munitions of the country into the southern states.

" . . . . The expedition was wonderfully well provided with provisions, transportation, and munitions, and even axes, picks, and shovels, so much in use later in the war, evidenced the forethought that governed this force. The boats, from their open lower deck construction, proved admirable for transports, but their tinder-box construction made fire-traps of them, requiring unremitting vigilance.

In the manufacture of munitions, an insufficient appreciation of the principles of joint demand led to the piling up of excessive stores of certain materials, which were useless until commensurate supplies of the complementary factors could be obtained. It is unnecessary to multiply examples. The waste of both man-power and material was immense.

Holly Springs I selected for my depot of supplies and munitions of war, all of which at that time came by rail from Columbus, Kentucky, except the few stores collected about La Grange and Grand Junction. On the 15th of November, while I was still at Holly Springs, I sent word to Sherman to meet me at Columbus.

During the Boer war the Germans, who openly sympathised with the Boers, nevertheless furnished to England great quantities of arms and munitions, expressly destined to be used against the Boers; and this, although it was manifest that there was no possibility whatever that the Boers could obtain arms and munitions from German sources during the war.

Referring to the information and advice which he had sent to England and to France fifteen months before, he now gave assurance that the Prince of Neuburg and Spinola were now in such force, both foot and cavalry, with all necessary munitions, as to hold these most important territories as a perpetual "sedem bedli," out of which to attack Germany at their pleasure and to cut off all possibility of aid from England and the States.

Clothing, medicines, articles of necessary household use were denied to civilians. Cannon, rifles, saltpetre, and other munitions of war were withheld from the Confederate armies. While the ports of the North were bustling with foreign trade, grass grew on the cobble-stoned streets along the waterfronts of Charleston and Savannah.

The main body of the Turks managed to avoid capture at Erzerum, but the Russians took 15,000 prisoners there, besides hundreds of guns and immense quantities of munitions and supplies. Then began a determined and deadly pursuit of the Turkish army, with the object of driving it out of Armenia, and the efforts of the Russians met with continued successes.
