For instance, it is almost specially so with the one or two things in which the British Government, or the British public, really are behaving badly. The first, and worst of them, is the non-extension of the Moratorium, or truce of debtor and creditor, to the very world where there are the poorest debtors and thc cruellest creditors.

Fabers in great multitudes hoarding provisions, riotous crowds attacking shops, moratorium, shut banks and waiting queues. Was it possible for the whole system to break down through a shock to its confidence? Without any sense of incongruity the dignified pacification of the planet had given place in his mind to these more intimate possibilities.

The draft from America had been honored by the bank as a deposit, and he had the use of the interest in accordance with the regulations of the moratorium. His friend was sending him regularly whatever money was needed for household expenses. Never had he been in such prosperous condition.

We believe that we can solve our problems through continuing effort, through democratic processes instead of Fascism or Communism. We are opposed to the kind of moratorium on reform which, in effect, is reaction itself.

At first I found him hopeful, yet in these last few months his opinions are a little broken. His shop consists of a single room, with a stove to heat his irons and a rack for clothes. It is so open to the street that once when it was necessary for me to change trousers he stood between me and the window with one foot against the door by way of moratorium on his business.

The principal sums without interest, still pending, are the debt of France, of $3,340,000,000; Greece, $15,000,000; Yugoslavia, $.51,000,000; Liberia, $26,000; Russia, $192,000,000, which those at present in control have undertaken, openly to repudiate; Nicaragua, $84,000, which is being paid currently; and Austria, $24,000,000, on which by act of Congress a moratorium of 20 years has been granted.

It was not until 1887 that the Government prohibited the circulation of Servian and Roumanian coins. Later Russian money was also prohibited, and there is now a purely national currency. On the outbreak of the war in 1913 a moratorium was declared, and the internal finance of the country was managed on a paper currency. The confidence of the people kept this paper money at its full value.

As we have lately seen, such an Administration does not experience a death-bed repentance, but employs the moratorium to rivet upon the country the evil policies which the people have repudiated. This interval Roosevelt spent in finishing his work as Governor of New York State, and in removing to Washington. Then he had a foretaste of the life of inactivity to which the Vice-Presidency doomed him.

Yet this moratorium did not seem to him unreasonable. "When everybody is preoccupied by the war and when everyone is endeavouring and the endeavour will be made as enthusiastically in Ireland as anywhere else in the United Kingdom to bring about the creation of an Army, the idea is absurd that under these circumstances a new Government and a new Parliament could be erected in Ireland."

The war-time moratorium, which protected men in the military or naval service from civil actions, forced you to sit tight and play a waiting game. Then I was reported killed in action. My poor father was in a quandary. As he viewed it, the ranch now belonged to my estate, and I had died intestate.
