And yet, by ingenious contrivance, this gilded minority, instead of being in the tail of the procession where it belonged, was marching head up and banners flying, at the other end of it; had elected itself to be the Nation, and these innumerable clams had permitted it so long that they had come at last to accept it as a truth; and not only that, but to believe it right and as it should be.

I was twenty-one years of age; the last three years of my minority had been passed among the newspapers; I knew indifferently well the distribution of parties, the theory of the Government, the personalities of public men, the causes of the great civil strife.

The false prophets were strong, not only in their own numbers, but in their popularity with the people.

They wrested some important constituencies from the hands of their opponents. The Reformers were not only left in an insignificant minority, but nearly all their ablest members were defeated in what had long been regarded as safe Reform constituencies.

But these are at best an insignificant minority; and their relative importance will necessarily diminish with the development into its natural consequences of the root idea of legalism. For legalism, just so far as it is strong, sincere, and self-confident, will try to cover the whole of human life.

Some of the papers likewise write against England in no very measured terms; but it must be borne in mind that declamatory speaking and writing are the safety-valves of a free community, and the papers from which our opinion of American feeling is generally taken do not represent even a respectable minority in the nation.
