When there are two gobernadorcillos in the same village, they each look after their own class, whether Mestizos or natives. In addition to these local officials there is another curious body of men, called Cabezas de barangay; each of whom has under his charge about fifty families, whose tribute to government he has to collect, and for the amount of which he is held accountable.

The Indian townships are better managed than those of the Spaniards and Mestizos; the plazas are kept freer from weeds, and the roads in good order. Probably nowhere but in tropical America can it be said that the introduction of European civilisation has caused a retrogression; and that those communities are the happiest and the best-governed who retain most of their old customs and habits.

We passed several grass-thatched huts inhabited by half-clad Indians or Mestizos, who generally possess a few cows, and, away on the edge of the forest, small clearings of maize. These people, with unlimited fertile land at their disposal, were all sunk in what looked like squalid poverty; but they had a roof over their heads, and sufficient, though coarse, food, and they cared for nothing more.

I called to Ned, and we set off together to examine it, for it struck me it was a small farm belonging to mestizos or Indians. We soon reached it, and I found I was not mistaken. The inhabitants had lately fled, the roof was off the hut, and the maize crop had been reaped.

Having skinned my bird and put the skin out in the sun to dry, I took a stroll through the small town, and found it composed mostly of huts inhabited by Mestizos, with a tumble-down church and a weed-covered plaza. Around some of the houses were planted mango and orange trees, but there was a general air of dilapidation and decay, and not a single sign of industry or progress visible.

Burro, the largest of these islands, is two miles in length, and is inhabited by some families of mestizos, who rear goats. These simple people seldom visit the shore of Mocundo. To them the lake appears of immense extent; they have plantains, cassava, milk, and a little fish. An old mestizo who offered us some goat's milk had a beautiful daughter.
