From the preceding narrative the reader will perceive what a difference there is in point of difficulty and probability of success between descents attempted across a narrow arm of the sea, a few miles only in width, and those in which the troops and matériel are to be transported long distances over the open sea.

The corps was most effectually thinned by the time it got beyond rifle reach; and still more fatal would have been the affray to the advancing infantry of Frazier a large body, with a field-piece but for one of those lamentable deficiencies of materiel, which so frequently plucked complete success from the grasp of the Americans.

Their services in the present War the Ambulance Corps and the replacement of its materiel when the ship carrying it sank, with the splendid services rendered by it in Mesopotamia; the recruiting of a Bengali regiment for active service, 900 strong, with another 900 reserves to replace wastage, and recruiting still going on these are instances of the divine alchemy which brings the soul of good out of evil action, and consecrates to service the qualities evoked by rebellion.

Meanwhile General McClellan was organizing the large forces sent for the defense of Washington, and several distinguished foreigners, who in turn visited the metropolis, expressed great surprise and admiration at the wonderful rapidity with which so many men and so much materiel had been collected, affording striking evidence of the martial capabilities of the American people.

They carried off only one howitzer out of their numerous artillery, which, with baggage, stores, provisions, money, and every thing that constitutes the matériel of an army, fell into our hands.

Under the magic of progress, war in its essence and vitality is really diminishing, even while increasing in materiel and grandeur. Neither time nor space will permit the old and tedious contests of history to be repeated. Military science has entered upon a new era, nearer than ever to the period when wars shall cease. But to go on with a few more contrasts of the past with the present.

But, in the meantime, the importance of gas shell was impressed upon the French and, on the 1st July, 1915, this organisation passed into M. Albert Thomas's new Ministere de L'Artillerie et des Munitions. Manufacture passed into the hands of the Directeur du Materiel Chimique de Guerre. In September, 1915, these sections were centralised under General Ozil, attached to the same Ministry.

That fleet was anchored on the Magnesian coast, when a hurricane came upon it, known to the people of the country as the Hellespontias, and which blew right upon the shore. For three days this wind continued to blow, and the Persians lost four hundred warships, many transports and provision craft, myriads of men, and an enormous amount of matériel.

It is, therefore, of vital importance for me to hold the line of the Elbe, for with it I possess all the strong points of Bohemia; and, besides, the fortresses of Custrin, Stettin, and Glogau, are close to it. If I have to abandon that river, I abandon all Germany to the Rhine, with all the fortresses, and the vast materiel stored there.

But the Northern Government had yet to learn that the accumulation of men, materiel, and supplies is not in itself sufficient for success.
