By all means enfranchise Negroes, they argued with him, but enfranchise women as well, and if there must be a limitation on suffrage, let it be on the basis of literacy, not on the basis of sex. Among Republican members of Congress and abolitionists, there was serious discussion of a Fourteenth Amendment to extend to the Negro civil rights and the ballot.

What he has done, he can undo. None other than himself was the instigator of the causes of whatever effects are now prevalent in his life. He can overcome any limitation, because he created it by his own actions in the first place, and because he has spiritual resources which are not subject to planetary pressure.

Certainly the Government of the United States is a limited government, and so is every State government a limited government. With us this idea of limitation spreads through every form of administration general, State, and municipal and rests on the great distinguishing principle of the recognition of the rights of man.

This implied limitation, nowhere categorically expressed but enunciated in a series of decisions of the Supreme Court, has not always met with acquiescence from the executive and legislative branches of the Government. In fact, Congress is now engaged in an effort to do away with it, at least in so far as concerns the right to tax the income from state and municipal bonds.

It has constantly been made a subject of reproach against artists and men of letters that they are lacking in wholeness and completeness of nature. As a rule this must necessarily be so. That very concentration of vision and intensity of purpose which is the characteristic of the artistic temperament is in itself a mode of limitation.

There are those who regard a restriction of circulation to one or two story books a week as a desirable means to this end, believing that interest in reading is heightened by such limitation. That many boys and girls read too much we all know, but I am inclined to think that whatever restriction is made should be made for the individual rather than laid down as a library rule.

I shall accept involution, petrification of the sutures and limitation with good grace. I have never rebelled against logic, nor against nature, against the lightning or the thunder storm. No sooner does one gain the crest of the hill of life than at once he begins to descend rapidly. We know a great deal the moment that we realize that nobody knows anything.

The pantheism of the thought of God in all of Schleiermacher's early work is undeniable. He never wholly put it aside. The personality of God seemed to him a limitation. Language is here only symbolical, a mere expression from an environment which we know, flung out into the depths of that we cannot see. If the language of personal relations helps men in living with their truth well and good.

This provision continued in force until the reörganization of the fund, in 1854. These provisions are now in force. The limitation of the act of 1834, establishing the fund, and of the Revised Statutes, was removed by the law of 1851, chapter 112, and the amount of the fund was then fixed at one million and five hundred thousand dollars.

Freedom of the individual, even in the simplest social order, becomes greatly limited, if not necessarily, at least naturally and indeed necessarily, since the only choice appears to be between lawful and lawless limitation of freedom. From the beginning, therefore, there can be no perfect satisfaction of individual desires or of either general or individual needs, in the ordered social life.
