The Company was incorporated in 1851, and the first meeting of stockholders held at, Warren, Trumbull county, in June, 1852, when $300,000 local subscriptions were reported and it was determined to survey and prepare estimates for the road.

He passed the winter of 1850-1 in Paris, where he learnt French, and attended sittings of the Legislative Assembly, and was especially interested by proceedings in the French law-courts. The railroad received three millions from the State, and the city of Baltimore was permitted to subscribe an equal amount of stock.
