Legislation to achieve excellence in education, building on the partnership forged with the 50 governors at the education summit, enabling parents to choose their children's schools and helping to make America No. 1 in math and science. A blueprint for a new national highway system, a critical investment in our transportation infrastructure.

Indeed, though it were true that the wise man loves not to thrust himself of his own accord into the administration of public affairs, but that if circumstances oblige him to it, then he does not refuse the office, yet I think that this science of civil legislation should in no wise be neglected by the philosopher, because all resources ought to be ready to his hand, which he knows not how soon he may be called on to use.

It needs no argument to show that legislation which has produced such baneful consequences should be abrogated, or else made to conform to the genuine principles of republican government. Under the influence of party passion and sectional prejudice, other acts have been passed not warranted by the Constitution.

Other states followed slowly, but legislation was frequently negatived by lack of effective administration. In brief, then, agitation previous to 1877 had resulted in the passage of a few protective acts, but even these were restricted to a few states and were not well enforced.

To fail to stop these practices by legislation means to force honest men into them, because otherwise the dishonest who surely will take advantage of them will have everything their own way. If the States will correct these evils, well and good; but the Nation must stand ready to aid them.

The hostess, surprised at the breach of etiquette, waited, and then said, "but Mr. Burns, you didn't answer my question." He pointed to the tea, cooling in the saucer: that was the function, to cool the tea of legislation. That was the function intended for our national senate.

On March 1, Webster recorded his determination "to make an honest, truth-telling speech, and a Union speech" The Washington correspondent of the Advertiser, March 4, reported that Webster will "take a large view of the state of things and advocate a straightforward course of legislation essentially such as the President has recommended". "To this point public sentiment has been gradually converging."

Constructive legislation, when successful, is always the embodiment of convincing experience, and of the mature public opinion which finally springs out of that experience. Legislation is a business of interpretation, not of origination; and it is now plain what the opinion is to which we must give effect in this matter. It is not recent or hasty opinion.

If the Southern people but half do their duty, in less than nine months from this day Kansas will have formed a constitution and be knocking at the door for admission.... In the session of the United States Senate in 1856, two Senators from the slave-holding State of Kansas will take their seats, and abolitionism will be forever driven from our halls of legislation."

We owe the one measure not only to the people of that great western country for whose free and systematic development, as it seems to me, our legislation has done so little, but also to the people of the Nation as a whole; and we as clearly owe the other fulfillment of our repeated promises that the water power of the country should in fact as well as in name be put at the disposal of great industries which can make economical and profitable use of it, the rights of the public being adequately guarded the while, and monopoly in the use prevented.
