Dismissal, in agreement with the Allied Powers, of certain police officials whose attitude, influenced by foreign guidance, has facilitated the perpetration of notorious assaults upon peaceable citizens and the insults which have been leveled at the Allied Legations and their members.

In the greater capitals of Europe the general public know the British, French, Austrian, Italian, and all other important embassies or legations, except that of our country.

The Marches of Ancona had been recovered by the Papal troops, which were concentrated in the district called La Cattolica, near Rimini. A volunteer corps, under the Piedmontese General Mezzacapo, was entrusted with the task of preventing them from crossing into the Legations.

The Papal States were also sunk in the torpor of the Middle Ages; but in the northern districts of Bologna and Ferrara, known as the "Legations," the inhabitants still remembered the time of their independence, and chafed under the irritating restraints of Papal rule. This was seen when the leaven of French revolutionary thought began to ferment in Italian towns.

Instances of each of these classes of fraud are discovered at our legations, where the certificates of naturalization are presented either for the purpose of obtaining passports or in demanding the protection of the legation. When the fraud is apparent on the face of such certificates, they are taken up by the representatives of the Government and forwarded to the Department of State.

Unable to see that China had vastly changed, and that government by rascality had become a physical and moral impossibility, the Legations in Peking adopted an attitude of indifference leaving Yuan Shih-kai to wreak his will on the people.

The King declines to see Benedetti again, and telegraphs to Bismarck the gist of the interview. That there might be no mistake he made this official by sending it to all the embassies and legations. Moltke exclaimed, 'You have converted surrender into defiance." The altered telegram was also sent to the Norddeutscher Allgemeine Zeitung and to officials.

For these reasons, immediately upon the passage of the bill making appropriations for the diplomatic and consular service for the present fiscal year, instructions were issued to the representatives of the United States at Bolivia, Ecuador, and Colombia, and to the consular officers for whom no appropriation had been made, to close their respective legations and consulates and cease from the performance of their duties; and in like manner steps were immediately taken to substitute charge's d'affaires for ministers resident in Portugal, Denmark, Greece, Switzerland, and Paraguay.

As regards the French forces, they, at all events during the original march to the relief of the Legations, were drawn from the troops which were stationed at Tonkin. But the French troops that subsequently arrived direct from France, as well as the German contingent, may naturally be taken as average samples of their respective armies.

The same day the Yamen withdrew the ultimatum, and requested the ministers to remain in Pekin, as the country was so disturbed. This expression of anxious care for the welfare of the Europeans was a blind, for at four o'clock, the hour fixed in the ultimatum, fire was opened upon the legations, and the siege began.
