Great as is the value to a country of a free and facile interchange of commodities and ideas between its different parts, of not less under many circumstances far greater importance is its wide and complete intercourse with foreign lands. Provincial differences are never so marked as national. The latter are those of distinct idiosyncrasies the former, but modifications of one and the same.

This policy of delay was largely influenced by the fact that the new republic had failed to take effective measures for the restitution of the estates of the Loyalists or for the payment of debts due to British creditors; but in addition there was probably still, as in 1763 and 1774, a desire to control the fur-trade and the Indians of the west, who claimed that the lands between the Canadian frontier and the Ohio were exclusively their hunting-grounds, not properly included within the territory ceded to the United States.

And they always have their purchases sent home just in the good old way. Human nature is very much the same all over the world; and it is so like my dear native home to see a Venetian lady go into a store and buy ten cents' worth of blue ribbon and have it sent home in a scow. Ah, it is these little touches of nature that move one to tears in these far-off foreign lands.

Thousands fled to distant lands, a thousand victims fell on the bloody field, and fresh thousands pressed on.

I had just brought off a pretty sequence of snap shots and was thinking regretfully that in one of the happy lands which still encouraged the duel I should be a much more respected member of society, when I suddenly realised that I had a spectator of my prowess.

They would have thrived in the Peninsula, whereas they now occupy lands that are very valuable, which are coveted by their white neighbors on all sides, while the Peninsula, of Florida still remains with a population less than should make a good State.

The Pueblos and a few other Indians are or may become citizens under special treaty stipulations. The 5,000 New York Indians, although among those longest in contact with civilization, yet because of state treaties and the claims of the Ogden Land Company, still hold their lands in common, and are backward morally and socially.
