What efforts had to be made to overcome the not inconsiderable opposition of the Military Party who were opposed to any departure from a policy of passive neutrality need not now be set down; but it is sufficient to state that the decision arrived at was in every sense a victory of the younger intellectual forces over the older mandarinate, whose traditions of laissez faire and spineless diplomacy had hitherto cost the country so dear.

He became the center of a little group of philosophers who called themselves "economists," and who taught that a nation's wealth comes from farming and mining; that manufacturers and traders produce nothing new, but merely exchange or transport commodities. The manufacturers and merchants should therefore be untaxed and unhampered. Laissez- faire "Let them do as they will."

As the laissez faire doctrine underlay the problem of the relation between government and industry, so the quantity theory of money was fundamental in the monetary question. According to the quantity theory, money is like any other commodity in that its value rises and falls with variations in the supply and demand for it.

"All last year we let the professors of political economy hand out their theories to us. But somehow the theories didn't seem to correspond with the facts. I said to myself, 'I've got to check them up. You know the phrases, perhaps individualism, laissez faire, freedom of contract, the right of every man to work for whom he pleases.

I do not believe that the "laissez faire, laissez aller, theory," and the unadulterated political theories of Manchester, such as "let each one do what he chooses, and fare as he will," or "who is not strong enough to stand, let him be crushed," or "he who has will receive more, and he who has not from him let us take," can be practised in any State, least of all in a monarchical State, governed by the father of his country.

La Follette's constructive pioneer work was done for the most part in Wisconsin. During the ascendency of the laissez faire theory, the state was largely controlled by the lumber, railroad and other interests, using the Republican party as their political agency; and a small but powerful group controlled the election of state and federal officials, the press and state legislation.

In the debate which followed the President took no part; only once, in answer to a question by Mr. Jonas Green, much the most penurious man at the table, as to what had brought the question up at the present time, Mr. Green being an enthusiastic exponent of the doctrine of laissez faire when any additional expenditure was proposed, Mr. Hurd made reply:

The economists claimed that it would be far better to leave the manufacturer to carry on his business in his own way. They urged the king to adopt the motto, laissez faire, "Let things alone," if he would see his realms prosper. In 1774 the old king, Louis XV, died after a long and disgraceful reign.

In general it may be said that the farmers' organizations and parties stood for increased governmental activity; they scorned the economic and political doctrine of laissez faire; they believed that the people's governments could and should be used in many ways for promoting the welfare of the people, for assuring social justice, and for restoring or preserving economic as well as political equality.

The Government, which is only a simple administration, has only hitherto been called upon to put in practice the old adage, Laissez faire, laissez passer, in order to favor that irresistible instinct which pushes the people of America to the west.
