The disciple swore to honour and obey his teacher and care for his children if ever they were in need; always to help his patients to the best of his power; never to use or profess to use magic or charms or any supernatural means; never to supply poison or perform illegal operations; never to abuse the special position of intimacy which a doctor naturally obtains in a sick house, but always on entering to remember that he goes as a friend and helper to every individual in it.

Before the parliament entered upon business, they were stopped by a doubt concerning the legality of their meeting It had been enacted, by an old law of Edward III., "That parliament should be held once every year, or oftener, if need be." The last prorogation had been longer than a year; and being supposed on that account illegal, it was pretended to be equivalent to a dissolution.

Great was the surprise of Ferdinand VII. when, in 1814, he came to the throne of his ejected father Carlos IV., to find himself called upon to reign under a Constitution which made Spain almost as free as a republic. He promulgated a decree declaring the Cortes illegal and rescinding all its acts, the Constitution of 1812 included.

No two States have the same marriage-laws, and marriages which are illegal in one State may be made legal in another. Yet with us, any court of jurisdiction may declare any marriage illegal, or set any divorce aside. What makes marriage and what constitutes divorce are matters of opinion in the mind of the judge.

Previous to the Bolshevist régime these Chinese bands had lived by murder and loot; it was their trade, though hitherto considered illegal, and sometimes severely punished. No wonder they joined the Soviet crusade when it declared robbery and murder to be the basis upon which the new Russian democracy must rest.

"Well, but you forget that he, had some cause of displeasure against us, in consequence of having neglected his memorial to the Commissioners of Excise." "Yes; but as I said before, how could we with credit involve ourselves in the illegal villany of a smuggler? It is actually a discredit to have such a fellow upon the estate.

It was not thought safe to begin by granting to the whole Roman Catholic body a dispensation from all statutes imposing penalties and tests. For nothing was more fully established than that such a dispensation was illegal. The Cabal had, in 1672, put forth a general Declaration of Indulgence. The Commons, as soon as they met, had protested against it.

"It is not denied that the States in question have each of them an actual government, with all the powers, executive, judicial, and legislative which properly belong to a free State. They are organized like the other States of the Union, and like them they make, administer, and execute the laws which concern their domestic affairs. An existing de facto government, exercising such functions as these, is itself the law of the State upon all matters within its jurisdiction. To pronounce the supreme law-making power of an established State illegal is to say that law itself is unlawful.

And the course pursued, with the discussions which took place respecting it, show in a very clear and instructive manner the view taken by statesmen of the difference between what is loyal or illegal, constitutional or unconstitutional; their apprehension that conduct may be entirely legal, that is to say, within the letter of the law, but at the same time perfectly unconstitutional, outside of and adverse to the whole spirit of the constitution.

It does not trust the amiable weaknesses of human nature, and therefore it will not permit power to overstep its prescribed limits, though benevolence, good intent, and patriotic purpose come along with it. Neither does it satisfy itself with flashy and temporary resistance to illegal authority. Far otherwise. It seeks for duration and permanence.
