Seventy-two others had from five to nine each, and 1048 had still smaller holdings. The average quota was two slaves of working age, and presumably the same number of slave children. That is to say, the typical slaveholding family had a single small family of slaves in its service.

This was the sugar country, the heart of Cuba, whence Spain had long drawn her life blood, and from the first it had been the policy of the rebel leaders to destroy the large estates, leaving undamaged only the holdings of those little farmers whose loyalty to the cause of freedom was unquestioned. Food became a problem immediately after the travelers had crossed the trocha.

On the island of Tierra del Fuego alone there are upward of a million sheep. Most of the land is leased from the government for a long term of years. Many of the proprietors have enclosed their holdings with wire fences, thereby lessening the expense of caring for their flocks. Some of the holdings range from twenty-five thousand to more than two million acres.

In these days it was not so easy to get 80 acres or more in Victoria; so, with what the farmers brought from their labours on the goldfields, they extended their holdings and improved their homes.

If the serf died without heirs, his holdings were transferred outright to the lord, and if he left heirs, the nobleman had the rights of "heriot," that is, to appropriate the best animal owned by the deceased peasant, and of "relief," that is, to oblige the designated heir to make a definite additional payment that was equivalent to a kind of inheritance tax.

And yet, with all the seeming confusion, there was order and system in the work.

They come to the two holdings farthest down; easy to see they are nearing the village now; both the houses have white curtains in the little window facing toward the road, and a flag-pole stuck up on top of the hayloft for Constitution Day. "'Tis Isak himself," said folk on the two new farms as the cart went by.

On July 5, 1902 the three companies were consolidated under the name of the Amalgamated Sugar Company, with David Eccles, polygamist, trustee of Church bonds, and protege of Joseph F. Smith, as President; and the sugar trust took half the stock, in exchange for its holdings in the three original companies.

"But it is not being done except on Government holdings where conditions as to taxation, situation and a hundred other things are not like those of private holdings; or on private holdings on an experimental scale, or in conjunction with older methods. The case has not been proved on a large private tract. Now is your chance so to prove it." Bob's face was grave.
