Having saluted the Southern hemisphere by the firing of guns, our crew proceeded to enact the usual ceremonies. A sailor, who took pride in having frequently passed the Line, directed the performance with much solemnity and decorum.

Some travelled westwards, and settling in China and India, became a rich and wealthy people, but constantly losing more and more the recollection of the truth; and some went on in time from isle to isle to the western hemisphere lands where no other foot should tread till the world should be grown old.

Not far beyond, the butts of the winter's neve, buried in dirt, banked the path. For miles along the raod the view off was superb. Nothing bordered one side of the way and the mountain bordered the other. Far below lay the sea, stretching away into blue infinity, a vast semicircle of ultramarine domed by a hemisphere of azure; and it was noticeable how much vaster the sea looked than the sky.

As a matter of fact, the Monroe Doctrine has never been regarded by the United States as in any sense a self-denying declaration. President Monroe said that we should consider any attempt on the part of the European powers "to extend their system to any portion of this hemisphere as dangerous to our peace and safety."

To the Islands, Asia and Europe and the Western Hemisphere, all the continents, have contributed their peoples and their cultures to display a unique example of a community that is a successful laboratory in human brotherhood. Statehood, supported by the repeatedly expressed desire of the Islands' people and by our traditions, would be a shining example of the American way to the entire earth.

Others argued nearly in the same manner as had been formerly done by the Portuguese in regard to the navigation along the western coast of Africa: That if any one should sail due westwards, as proposed by the admiral, it would certainly be impossible to return again to Spain; because whoever should sail beyond the hemisphere which was known to Ptolemy, would then go downwards upon the rotundity of the globe, and then it would be impossible to sail up again on their return, which would necessarily be to climb up hill, and which no ship could accomplish even with the stiffest gale.

The principles of our policies in this hemisphere have been clear and constant over the last four years. We support democracy and respect for human rights. We have struggled with many to help free the region of both repression and terrorism. We have respected ideological diversity and opposed outside intervention in purely internal affairs.

In this connection it may be noted that all the nations of the Western Hemisphere, with one exception, send to Washington envoys extraordinary and ministers plenipotentiary, being the highest grade accredited to this Government. The United States, on the contrary, sends envoys of lower grades to some of our sister Republics.

Our relations with the independent States of this hemisphere, formerly under the dominion of Spain, have not undergone any material change within the past year.

Two years already! and for two years the colonists had had no communication with their fellow-creatures! They were without news from the civilized world, lost on this island, as completely as if they had been on the most minute star of the celestial hemisphere! What was now happening in their country?
